The higher technical federal teaching and research institute St. Pölten (abbreviated HTBLuVA St. Pölten , often just HTL St. Pölten ) in St. Pölten , Lower Austria, is one of the largest higher technical teaching institutions in Austria with 1,800 students . In addition to five higher departments, three technical schools and two evening schools are offered.
The school, founded in 1946, was housed at various locations in the St. Pölten city area before moving to the current location at the intersection between Waldstraße and Schießstattring in 1974 ; from 1992 to 2015 there was also an office in Linzerstraße. An expansion of the school was planned since 2007, started in 2011 and completed in 2015 and since then the HAK and the HTL have had the same entrance and a connecting wing.
history
At the site of today's Federal School Center St. Pölten with HTL and HAK in 1945 destroyed standing military sub-Realschule St. Pölten . The building, also known as the school barracks , was built in 1856, and the most famous student was probably Rainer Maria Rilke . During the Second World War , the building was possibly used as a cadet school; to protect the school members, an air raid shelter was dug in the iceberg behind the building , which is still there today.
Founding time: 1946 to 1959
Shortly after the Second World War, the numerous industrial companies in and around the city needed a technical educational institution, which was founded in autumn 1946 as the St. Pölten State Trade School . The city of St. Pölten not only supported the school with furnishings, it also rented the first premises of the school in a disused adjoining building of the Glanzstoff factory . In the first year, 72 students were taught by eight teachers, one class each in the mechanical engineering and electrotechnical branches. In 1948, a boarding school was opened in Josefstrasse to enable students who lived further away to visit . This year 145 students in seven classes attended the two departments, 44 of whom lived in the boarding school. In 1951, the first 47 pupils started their Matura , a total of 181 attended the educational institution.
The increasing number of schoolchildren resulted in ever greater space problems. As early as the early 1950s, individual classes began to move to a barrack at the Daniel Gran elementary school, and in 1956 the theory lessons of 14 of the 16 classes were housed in the premises additionally rented in the elementary school. The management also moved to the elementary school, the remaining two classes and all of the workshops were located in the Glanzstoff factory.
Transitional period in Linzerstrasse: 1959 to 1974
Since there were no funds for a new school building, those responsible tried to find a suitable property. The former seat of the City Museum in Linzerstraße was used as the Red Army headquarters during the occupation ; it had been vacant since 1955. The city of St. Pölten renovated the house and handed it over to the Federal Ministry of Education in 1959 . It was a prerequisite to use it for the facility, which is now called the St. Pölten Federal Trade School. In autumn of that year, the theory lessons took place in the new building, with the exception of two classes in the boarding school. The workshop lessons remained in the Glanzstoff factory, the workshops were expanded in 1960 to include a foundry , a forge and a welding shop .
In 1966, the lease from the Glanzstoff factory was terminated so that a replacement had to be found more quickly in order to be able to continue running the school. This was found in the early construction of the second gymnasium of Dr. Theodor Körner secondary school , which was located on Rennbahnstrasse before the Landhausviertel was built. It was adapted for workshop tasks, and a pavilion for six classes was built next to it. In addition, a former hotel in Kremsergasse - the Böckhaus - was rented in 1968 and converted for workshop operations, mainly light workshops and laboratories were located. In the same year the Kolping House was opened in the Dr. Karl Renner Promenade opened. Nevertheless, the solution to the problem of space was short-lived; as early as 1971, the bomb ruins of the Schiller School, which has been used by the St. Pölten Federal Commercial School since 1963 , on the site of today's Hotel Metropol , was further adapted by the HTL for theory lessons. In 1972 the lessons were spread over twelve locations, in addition to the above-mentioned lessons were held in the Josefstrasse high school, in the Jahnturnhalle, the municipal indoor swimming pool and the stadium at what is now the Landhausviertel. In addition, there were lecture halls in the Rennerpromenade, Heitzlergasse and Josefstrasse Kolping homes.
New building in Waldstrasse: from 1974
The ever increasing number of pupils and the lessons spread over large parts of the city area made a new building more and more important. After long efforts, an architectural competition was announced in 1963, and in January 1964 the jury decided in favor of the plan by the St. Pölten architect Reinhard Pfoser. However, construction at the current location did not begin until October 1969. The St. Pölten Federal School Center was not only intended to house the St. Pölten Higher Technical College , but also the St. Pölten Federal Commercial Academy , which has now been established . The BHAK building was completed in 1973, and the HTBL's theoretical tracts were ready for use in 1974. In the summer of 1978 the workshops and the gymnastics wing were also completed, with the exception of the Kolping House in the Renner Promenade, all buildings were cleared. The previous main location in Linzerstraße was continued to be used by the higher education institution for economic professions , the properties at the Körnerschule were handed over to the same and the originally planned use as a gymnasium.
From 1976 to 1978 the HTL St. Pölten operated an office in Hollabrunn . However, from the beginning this was only planned as a temporary measure until the opening of the HTL Hollabrunn , with which the classes were transferred to the new school.
Despite the larger space available, the new building soon became too small again, in 1976 over 1,500 students attended the HTL for the first time. For the time being, rooms were rented for theoretical lessons in the Hermannshöhe boarding school. From 1983 the former school building on Linzerstraße was empty again; after extensive adaptations, the IT and Organization department moved into the building in 1992 . This measure also only solved the space problem for a short time, in 1997 some classes had to be taught in basement rooms. An increase planned in the early 1990s could not be carried out for static reasons.
Following a parliamentary question in September 2005, the Federal Ministry for Education, Science and Culture announced plans to expand the school. In addition to the expansion at the current location, another possibility was the relocation of the HAK to a new building and the takeover of the premises by the HTL.
In 2007, the Bundesimmobiliengesellschaft announced an architectural competition with the aim of expanding and refurbishing HTL and HAK at the joint location. Markus Bösch's project emerged as the winner of the tender . According to the planning, total costs of 58 million euros were estimated for the expansion in June 2010. At the end of the 2011 school year, construction began on the new part of the building, which was occupied with the start of school in 2013 and completed in September 2015.
The entire building complex was adapted to the current security standards by installing several fire protection doors, renewing the fire alarm system and installing roof hatches.
In addition, the building installation technology KNX was installed. Shutters and lighting systems can react independently on the basis of the data provided by the sensors and provide optimal lighting conditions in the classroom.
Finally, the older parts of the building complex were also renovated and adapted to contemporary requirements.
Training offer
There are various educational opportunities at the HTL St. Pölten. In addition to the classes of the higher technical institute in five departments and eleven training focuses, there are three technical college courses . There are also two evening school HTL courses for professionals and a mechanical engineering research institute .
The mechanical engineering and electrical engineering classes were the first departments opened in 1946. At that time, a joint training began for each department and year, after two years the students were transferred to a higher class or technical school class based on their grades. The technical school lasted a total of three years, the higher education five years.
Higher departments
The higher departments offer five-year training courses that fall into the category of higher vocational schools . A visit is only possible after completing the 8th school year at the earliest, and they are usually visited by 14 to 19 year olds. The graduates of this school type receive the Matura , have completed a two-month compulsory internship during the non-teaching periods and have the final apprenticeship examination in various trades . With the exception of the IT department, which concludes with the professional title of industrial clerk, the relevant master craftsman's examination can be taken after one year of practical experience, and the professional title of engineer can be applied for after three years of professional experience .
At the HTL St. Pölten five departments offer vocational training. The electronics and technical informatics , electrical engineering , informatics , mechanical engineering and industrial engineering departments are located in the main complex . Around three quarters of the students are in training in the higher departments.
Technical schools
The technical schools are four-year courses from the category of vocational middle schools . Attendance at the technical schools is also possible at the earliest after completing the 8th school year, as a rule they are attended by 14 to 18 year olds. This type of school concludes with a final examination with an integrated journeyman's examination; in the course of their training, the graduates completed a one-month internship in the non-teaching periods. You can attend a master class after a year of practice.
At the HTBLuVA St. Pölten technical schools for electronics, electrical engineering and manufacturing technology are offered, around 15 percent of the students attend the technical school.
Evening schools / college
The training at the evening school, sometimes also listed as a college, corresponds to that at the higher departments. However, it only lasts four years and is primarily intended for working people; the students have to complete a two-month mandatory internship during the non-teaching periods. Evening schools are offered in the mechanical engineering and electrical engineering departments and are attended by around ten percent of the students.
Departments
The school is organized into five departments, each of which looks after the higher grades and, if available, the evening school and the technical school for the subject. They are led by department heads who report to the school principal.
Electronics and technical informatics
The electronics and technical informatics department offers the training focus on telecommunications technology and technical informatics as well as the technical college for electronics in the higher departments . Head of department is Wolfgang Kuran.
The department was created as a training focus of the electrical engineering department. In 1966, the new high-frequency and communications engineering branch was spun off from the department, and in 1973 the department was renamed communications engineering and electronics . From 1983 the department offered a technical college for communications technology , but due to a lack of pupils it was closed in 1991. The department has been offering the electronics college since 2006 .
Electrical engineering
In the higher department, the electrical engineering department offers the training focus information technology as well as energy technology and industrial electronics . In addition, the evening school information technology and the technical school for electrical engineering are run by the department. Head of the department is Hermann Binder.
The department, together with the mechanical engineering department, was one of the founding departments of the school; in addition to the higher department, the technical school was also run from the start. In 1966 the new high-frequency and communications engineering branch was spun off from the department, from which the electronics department developed. The electrical engineering evening school started in 1970.
Computer science
The IT department only offers a higher department. The head of the department is Klaus Hasenzagl.
The Electronic Data Processing and Organization department was the last to be established in 1985. It was originally housed in the main building, in 1992 it moved to the Linzerstraße branch. With the 2009 school year, the curriculum was revised and the department was renamed IT . With the completion of the renovation in September 2015, the department moved back to the main building.
mechanical engineering
The mechanical engineering department today offers a higher level of training in automation technology and industrial design . In addition, the evening school automation technology and the technical school for machine and production technology are run by the department. Head of the department is Otto Keiblinger.
As mechanical engineering, the department was one of the founding departments of the school; in addition to the higher department, the technical school was also run from the start. In order to expand the school offer, the training focus on agricultural machinery was started in 1961 , the department was renamed the higher department for mechanical engineering, engine and agricultural machinery construction . This started the first year of the evening school for mechanical engineering in 1965. Since interest in the agricultural machinery construction training branch, which had been established ten years earlier, was dwindling, the training branch was outsourced to the company's own mechanical engineering department in 1971 and the curriculum was revised, which subsequently became the industrial engineering department. The remaining department was renamed mechanical engineering , in 1988 the training of the higher department and the evening school was switched to automation technology. With the beginning of the school year 2004, the training focus industrial design is also on offer. At the beginning of the school year 2011 the department was renamed to "Mechanical Engineering" because some curricula were changed.
economy
The industrial engineering department today offers the higher education focus on logistics and technical management . Head of department has been Andreas Hainzl since 2017.
The department was created as a training focus of the mechanical engineering department. In 1961 the training focus on agricultural machinery was started, as interest in it waned, the training branch was outsourced to the company's own mechanical engineering and operating technology department in 1971 and the curriculum revised. This was first on operation and maintenance renamed before 1992 Industrial Engineering received its present name.

principal
During the entire period of its existence, the HTL St. Pölten only had four school principals who had been in charge for more than a year and five with shorter periods of service.
The first director Alfred Kugelgruber was the head of the school from the beginning of 1946 until the turn of the year 1971/1972, he was followed by Mario Blasoni as provisional director until August 1972. Rudolf Riegler ran the school from September 1st, 1972 to the end of December 1990, he handed over the interim School management to Günther Kratschmer. In August 1991 Robert Gangl took over the management and remained there until the end of the 2001 school year. Wilhelm König then temporarily took over the post until he was replaced by Franz Surböck in April 2002. Shortly thereafter, he asked the state school board for a transfer, from July 2002 to November 2017 Johann Wiedlack ran the school. Martin Pfeffel has been the director of the HTL since November 1st, 2017.
Faculty
Since the early days of the school, the teaching staff at the HTL St. Pölten has been roughly divided into three: one third of the teachers teach theoretically in technical subjects, in general subjects and in practical lessons in the workshops. Of the first eight teachers, three were workshop teachers, three technical teachers and two teachers in general subjects. In 1996 the school employed 48 workshop teachers, 61 teachers in technical subjects and 51 general education teachers.
While the teachers in the theoretical subjects are university-educated throughout, the workshop teachers are mostly HTL engineers or masters in the subjects taught.
The number of teachers increased roughly proportionally with the number of students. In the first year of teaching there were eight teachers, in 1956 there were already 53. In the following decades the number increased further, in 1966 84 teachers taught, in 1976, after moving to Waldstrasse, 137 teachers. In the following years the number of teachers stagnated, In 1986 it was 162 and changed only slightly to 161 by 1996. Since then the number of teachers has increased again and was around 190 in the 2009/2010 school year.
Research institutions
The HTBLuVA offers technical research facilities, including various laboratories, as well as an EMC hall for measuring electromagnetic compatibility , a circuit board production facility and a high-voltage laboratory. There is also an engine test bench , tensile test devices and several 3D printers at the institute.
