Hans Schuierer (born February 6, 1931 in Klardorf , Upper Palatinate ) is a former German local politician of the SPD . From 1972 to 1996 he was district administrator for the district of Schwandorf .

Life

Schuierer learned the bricklayer and path maker trade. In 1956 he entered local politics, first became a local councilor, shortly afterwards first mayor in Klardorf (now part of Schwandorf) and then district administrator of the Burglengenfeld district . From the regional reform in 1972, Schuierer was the district administrator of the Schwandorf district in the Upper Palatinate . He gained notoriety in the mid-1980s when he refused a permit for the reprocessing plant (WAA) in Wackersdorf . For four years he defied the instructions of the Bavarian state government and did not deviate from his line despite the disciplinary proceedings brought against him .

Schuierer spends his old age in his home town, which is now part of Schwandorf. Until 2008 he was still in the Upper Palatinate District Assembly. In 2011 he became an honorary citizen of Schwandorf.

WAA resistance

Although Schuierer first supported the WAA, he said as early as 1985 that it was economically nonsense and that the WAA would never go into operation. He resisted signing the water and building permit for the Wackersdorf reprocessing plant until this was circumvented by the Bavarian state government with the " Lex Schuierer ". The "Lex Schuierer" introduced with Art. 3a in the Bavarian Administrative Procedure Act the self-involvement of the supervisory authorities , which meant that the district government in its place, in the event that a subordinate district office does not act as a state authority even after corresponding instructions Can make decision. The SPD district administrator was covered with several disciplinary proceedings . Schuierer took the view that the difference between Chile , South Africa and other military dictatorships and the Free State of Bavaria was "getting smaller". Schuierer quarreled with the WAA sponsor Franz Josef Strauss and spoke of “one-man-democracy, Strauss-style”, “CSU-democracy”, “terror in perfection”. Conversely, Strauss and his interior minister August Lang called the troublemaker a “stirrup holder of communism”, “seducer”, “ringleader” and accused him of “sabotage”. During the civil-military WINTEX exercise, an attack by a heavily armed peace initiative on the district administrator was played out "by accident" in the basement of the district office. Schuierer went to the information stand with the citizens' initiatives, supported the hut villages and, as the district administrator, made it difficult for the CSU to portray all of the WAA opponents as chaos.

In retrospect, for Schuierer the WAA was “a single package of lies from start to finish”.
