Isaac Dutton Barnard (born July 18, 1791 in Aston Township , Delaware County , Province of Pennsylvania , † February 28, 1834 in West Chester , Pennsylvania ) was an American politician ( Democratic Republican Party ) who founded the state of Pennsylvania in the US Senate represented.

Isaac Barnard lived with his parents on a farm near Chester as a child , where he also attended public schools. After spending time in Philadelphia , he returned to Chester in 1811. He had to interrupt his law studies because of his service in the British-American War . He was first a captain and later a major of the 14th  Infantry Regiment of the US Army .

After resuming and completing his studies, he was inducted into the Bar in 1816 and began practicing in West Chester. Between 1817 and 1821 he was the Assistant Attorney General of Chester County . In 1820 he entered the Pennsylvania Senate , where he remained until 1826; that year he became Secretary of the Commonwealth of Pennsylvania.

Finally, Barnard was elected to the US Senate in 1826. However, he only belonged to it from March 4, 1827 until his resignation on December 6, 1831; during this time he served as chairman of the Committee on Militia . Isaac Barnard died in West Chester in February 1834.
