Jan-Marco Luczak (born October 2, 1975 in Berlin ) is a German politician ( CDU ). He has been a member of the German Bundestag since 2009 and has been chairman of the Berlin CDU regional group there since April 2018. Since May 2019, he has also been a member of the Presidium of the CDU Berlin as state treasurer .

Life and work

Jan-Marco Luczak was born in 1975 in Berlin-Lichtenrade and grew up there. In the same district he attended the Ulrich-von-Hutten-Gymnasium, which he graduated in 1995 with the Abitur . He then did his basic military service in Jägerbataillon 581 in Berlin-Kladow . Luczak is a sergeant in the reserve.

After that, he began a study of law at the Free University of Berlin . During his legal clerkship , Luczak worked in an internationally oriented law firm and was also accepted by the Konrad-Adenauer-Stiftung 's graduate support .

His doctorate as Dr. jur. at the Ludwig Maximilians University in Munich was supervised by the former Federal Defense Minister Rupert Scholz . The dissertation with the title The European Economic Constitution as a Legitimation Element of European Integration is devoted to questions of European economic constitutional law.

Since his second state examination in 2008, he has been working as a lawyer at Hengeler Mueller in Berlin. Luczak is single and lives in Berlin-Lichtenrade.

Party Politics (since 1998)

Jan-Marco Luczak joined the CDU in 1998 and was also committed to the Junge Union . After serving as treasurer , he was chairman of the Berlin district association of the Junge Union Tempelhof-Schöneberg from 2003 to 2006 .

Since 2006 he has been chairman of the CDU Lichtenrade and since 2007 also deputy district chairman of the CDU Tempelhof-Schöneberg.

In addition, Luczak was elected Treasurer of the CDU Berlin on May 18, 2019.

17th legislative period (2009-2013)

In 2009 Luczak was nominated for the first time by the CDU district association Tempelhof-Schöneberg as a candidate for the German Bundestag . In the federal election on September 27, 2009 , Luczak was able to win the constituency of Tempelhof-Schöneberg directly for the CDU again after 15 years with 32.4% (54,925) of the first votes .

He achieved a gap of 6.1% (around 10,500 votes) to second-placed Renate Künast ( Bündnis 90 / Die Grünen ). With the mandate he won , he replaced Mechthild Rawert ( SPD ) as the previous constituency member who achieved 22.6% of the vote.

Luczak was a full member of the Legal and Consumer Protection Committee and the European Law subcommittee . He was also a deputy member of the Interior Committee .

18th legislative period (2013-2017)

In the federal election on September 22, 2013 Jan-Marco Luczak won the constituency directly again, this time with 35% (60,926) of the first votes. He achieved a lead of 8.8% over the second-placed candidate of the SPD, Mechthild Rawert, and 14.6% over the Berlin top candidate Renate Künast (Bündnis 90 / Die Grünen).

In the new legislative period, Luczak again became a full member of the Committee on Legal Affairs and Consumer Protection and was initially elected deputy chairman of the committee, which happened to represent Renate Künast. During the electoral term, he took over the position of chairman .

In addition, he was again a full member of the European Law subcommittee. In addition, he was a member of the electoral committee that has to elect half of the future judges of the Federal Constitutional Court. In addition, he remained a deputy member of the Interior Committee and the Committee for the Environment, Nature Conservation, Building and Nuclear Safety .

He was also a member of the CDU / CSU parliamentary group .

For the federal election on September 22, 2017 , Luczak was again elected in the constituency of Berlin-Tempelhof - Schöneberg . For the third time, he secured the direct mandate, again against Renate Künast and Mechthild Rawert.

In the current legislative period, too, he was elected as chairman of the Committee on Legal Affairs and Consumer Protection, of which he is a full member. As a deputy member, he is again a member of the Interior Committee and the European Law subcommittee. In addition, he became a deputy member of the Committee for Construction, Housing, Urban Development and Municipalities .

Luczak is again a member of the parliamentary group executive committee and deputy legal policy spokesman for the CDU / CSU parliamentary group.

At the beginning of 2018 he was a participant in the coalition negotiations for the CDU / CSU , in which he worked in the working group "Housing, Rent, Urban Development" as a counterpart to the Governing Mayor of Berlin , Michael Müller .

Since April 23, 2018, Luczak, succeeding Monika Grütters , has been chairman of the Berlin regional group of the CDU / CSU parliamentary group.

Political priorities

As an expert on tenancy law for the CDU / CSU parliamentary group, he accompanied the legislative process of the rent brake.

He advocated exempting new buildings from the rent brake . Luczak sees the construction of new apartments as the best means of combating rising rents.

In legal policy, Luczak is committed to the unity of the legal profession. As the responsible rapporteur for the law on the status of in-house lawyers, he works to ensure that the practice of legal activities by corporate lawyers is recognized in the same way as by independent lawyers. This means that corporate lawyers can continue to secure themselves in their pension scheme.

Luczak has been promoting equality for homosexual couples for years. In 2012, he sent a letter to the then Federal Minister of Finance, Wolfgang Schäuble , to remove the tax disadvantage of registered civil partnerships in the case of spouse splitting. Luczak is a proponent of opening up marriage to same-sex couples. He was one of the 75 members of the Union who voted for same-sex marriage at the end of June 2017 , and he is also a member of the Board of Trustees of the Federal Magnus Hirschfeld Foundation .

In addition, Luczak is a member of the radio council of Deutschlandradios and is a deputy member of the advisory board of the Federal Network Agency .

He has been a district, state and federal party congress delegate of the CDU for years.

Social Commitment

In the debate that flared up in 2010 about changing flight routes for the Berlin-Brandenburg Airport (BER), which is still under construction, Jan-Marco Luczak, together with citizens' initiatives, campaigned against the new routing, in which southern Berlin and neighboring Brandenburg communities would be overflown, contrary to statements made over many years .

As a long-standing member of the citizens' initiative Dresdner Bahn , Luczak supports a tunnel solution in the area of ​​the Lichtenrader route section. For this purpose, in addition to discussions with the responsible decision-makers from the state of Berlin, the federal government and Deutsche Bahn, he organized, among other things, a joint demand by the East German CDU regional groups in the German Bundestag.
