The canton of Herblay is a French constituency ( canton ) in the Arrondissement Argenteuil , in the Département Val-d'Oise and in the region of Île-de-France ; its main town is Herblay-sur-Seine . Nelly Léon ( PS ) has been a representative on the Department's General Council since 2011 .
