The Floridsdorf Clinic ( Hospital North until 2020 ) of the Vienna Health Association is a hospital (Spital) in Vienna - Floridsdorf . On April 6, 2019, the clinic could be visited as part of an open house, the test operation started on April 8, 2019. Regular operation began in June 2019, and the hospital has been in full operation since September.

history

In May 2006 there was an EU-wide call for tenders in which three applicants took part. What was required was a so-called public-private partnership , in which the contractor had to provide a plot of land for the hospital construction in the 21st district and to finance the construction and non-medical operation of the hospital. At the SP club retreat at the end of February 2008 in Rust , Mayor Michael Häupl , Vice Mayor Renate Brauner and City Councilor for Health Sonja Wehsely announced that construction of the hospital would start in 2010, the opening should take place about three years later, and costs of around 600 million euros. The hospital was to be built by the Porr - Siemens - Vamed bidding consortium on the former ÖBB site at Brünner Strasse 68–70. Before that, the area at the Heeresspital in Stammersdorf and the Pauker reasons from Siemens to the Siemens headquarters were also discussed.

38 architecture firms from Germany, Switzerland and Austria took part in the EU-wide, two-stage architecture competition held at the end of April 2008. In December 2008, the project proposal by the Viennese architect Albert Wimmer was declared the winner - of seven who made it to the 2nd stage - and Wimmer was then commissioned with the planning of the North Hospital.

After the Vienna Hospital Association received a loan of 300 million euros from the European Investment Bank for the construction of the hospital in the spring of 2010 , the negotiations on the “Public Private Partnership” with the bidder consortium were broken off, the property was purchased itself and a general contractor was sought through a tender. The bidding consortium received 9.2 million euros for the services provided so far. The project schedule with the start of construction in 2010 and the partial commissioning of the hospital in 2015 should be maintained.

In October 2010, clearing of the construction site began on the approximately 111,000 m² area that was previously used by ÖBB as the main workshop in Floridsdorf . Around 80,000 t of concrete and 14,000 t of brick were removed over a period of 8 months. The foundation stone was laid on September 18, 2012 in the presence of the Mayor of Vienna Michael Häupl and the city councilor Sonja Wehsely, after the excavation work had already started in January 2012 and the Porr company was awarded the contract for the construction of the shell in May 2012. At the start of construction, it was assumed that it would be fully operational from 2016 and total costs of 825 million euros.

Cost overrun

At the end of 2017 it was announced that the construction costs would amount to at least € 1.3 billion due to several bankruptcies of companies involved in the construction and, among other things, the resulting construction delays. This also resulted in twelve insurance reports and a declaratory action by the City of Vienna, which would like to get back at least 48 million euros. It was already evident in the first quarter of 2015 that the upper cost limit of 825 million euros would not be able to be maintained, but the public was only informed about this after the Vienna election . The cost estimate as of March 2018 is 1.6 billion euros, which almost doubles the originally planned costs.

In the course of the investigation committee for the North Hospital, it became known that the construction company Porr had been awarded the contract for the shell construction as the best bidder with a difference of only 2 per thousand (240,000 euros for a total volume of almost 100 million euros). After that, however, there were "exorbitant changes in quantity" (increase in the movement of earth for excavation by a factor of 30, dowels by a factor of 60). Including these subsequent price changes, which at EUR 90 million correspond to almost doubling the total order volume, Porr would no longer have been the best bidder. The former KAV boss Marhold worked as a consultant for Porr after leaving in 2014. The testimony protocols were forwarded by the investigative committee to the corruption prosecutor's office, which is investigating a total of ten suspects for breach of trust and fraud.

In December 2018, the FPÖ filed a complaint against former Finance Councilor Renate Brauner for the premature and inappropriate use of an EIB loan in the amount of EUR 225 million that was granted for the North Hospital project. Contrary to the loan terms, the loan is said to have been called early and flowed into the city's cash pool . Due to the resulting damage amounting to more than 30 million euros, a complaint was filed with the corruption prosecutor's office on suspicion of fraud and breach of trust.

A draft of an expert opinion published in March 2018 lists deficiencies in planning and implementation, which were also repeated in a Court of Auditors report in May 2018:

  • The execution plans were never correct and could easily and partly rightly be presented as unusable by the executing companies.
  • The ingress of rainwater on the unfinished facades caused large-scale mold growth, which the experts described as a "no-go in hospital hygiene".
  • There is talk of additional costs due to uncoordinated planning processes and incorrect measurements of the shell.

In February 2019, four reports became known, according to which a " white tub " to protect against ingress of groundwater, contrary to statements made by the hospital association, was never built. According to this, “first information regarding any requirement classes was only given after the shell had been completed”. In December 2018, Porr boss Karl-Heinz-Strauss had already denied the construction of a white tank before the investigative commission into the KH Nord. Since without a white bath “defects, moisture spots and cracks” are unavoidable, the ÖVP warned of the risk of mold growth in KH Nord.

Also in March 2018 it became known that an esoteric “energetic” received 95,000 euros for a “protective ring” around the hospital. This sum also included coaching for hospital managers and the “development and implementation of the necessary basic awareness” of meetings of the steering and clearing committee. The steering committee includes the entire KAV board and the hospital's collegial management. After the accusations arose, the City of Vienna applied for the provisional suspension of the responsible program manager and her deputy, who had formally commissioned the “energetic”, and the consultancy contract with the former interim medical director Sylvia Schwarz, who initiated the controversial measure, was signed should, terminated. Schwarz was a close confidante of Sonja Wehsely and had also advocated Feng Shui equipment in the Hietzing Clinic before that . The Vienna Public Prosecutor's Office also initially investigated this matter, but in September 2018 handed it over to the Central Public Prosecutor's Office for the Prosecution of Economic Crimes and Corruption (WKStA), as there is an initial suspicion that the damage could amount to more than five million euros. Since the “energetic” had provided more than 30 services for (due to the blackening of data in the investigation committee) unknown persons in the KAV, it is assumed that there are further persons affected by the affair. In November 2018, the KH Nord received the “ Golden Board in front of the head ” for the “Schutzring” .

In July 2018, it became known in the media that 610,000 euros had been invested in a well that was never realized. The well water was supposed to be used to heat the hospital and the project was approved by MA 58 (water law) in 2012. MA 45 (Vienna Waters) did not express any concerns in an expert report. In 2015, Wiener Gewässer Management GmbH, a subsidiary of the City of Vienna, drastically reduced the project due to the risk of securing contaminated sites in the vicinity, whereupon the project was discontinued due to a lack of profitability. The Court of Auditors criticizes the fact that MA 45 and MA 58 did not incorporate water management for contaminated sites in a timely manner.

According to a report by the Court of Auditors, 65 times more than necessary was spent on site fence maintenance. Specifically, 839,000 euros were paid for this, an alternative offer would have cost only 13,000 euros (1.6% of the costs incurred) or 826,000 euros less. This award was criticized by the FPÖ (“stinks a lot of corruption”) and the NEOS (“business from friends for friends”). However, it was not determined whether the commissioning of the site fence maintenance was commissioned by the KAV itself or, contrary to the agreement, by a consultant of the KAV (without the knowledge of the KAV).

In May 2018, a report from the Court of Auditors found that a total of EUR 148.5 million from funds from the minimum income and social housing were used improperly for the construction of the North Hospital.

Connections to the SPÖ

On January 26, 2017, the City Councilor for Health, Sonja Wehsely , who was responsible for the North Hospital, resigned. One of the reasons given was the prospect of the negative audit report on the North Hospital, which was being prepared at the time. Immediately thereafter, she switched to the medical technology company Siemens Healthcare , which has a wide range of business relationships with the City of Vienna and is also said to be involved in the North Hospital. The resulting potential conflict of interest caused widespread criticism.

Her successor, City Councilor for Health Sandra Frauenberger , announced her resignation on April 4, 2018, for May 24, 2018. One of the reasons she named was the turbulence during the construction of the Vienna North Hospital.

It was also astonishing that the architect, Albert Wimmer, who was responsible for the design of the hospital, whose mistakes, according to an expert opinion commissioned by the KAV - which has only been available in a draft version to date - are responsible for additional costs of EUR 30.6 million , without any experience in hospital planning, was able to win the international architectural competition with 37 participants. He was described by the online edition of the daily newspaper Kurier as "SPÖ-related house and court architect of the city of Vienna". Wimmer's wife was a women's health officer for the City of Vienna and a candidate for a SPÖ councilor, his daughter was employed in the office of City Councilor Frauenberger.

The new hospital to supply the north of the Danube will be built 21 district of Vienna Floridsdorf at the Brünnerstraße 68-70 on the site of the former ÖBB - main workshop Floridsdorf. Since 2010, the KAV has been converting the approximately 120,000 m² industrial area into a health area. The construction will be completed in December 2018, the patient operation from June 2019.

According to the proponents, the performance and bed planning for the 800-bed hospital would lead to the conclusion that there could be around 40,000 inpatient admissions, 250,000 outpatient frequencies and around 16,000 operations per year in the future. In this way, the North Hospital would become a major location in Vienna's hospital landscape.

Medical range of services

The new KAV hospital in Floridsdorf will have the following medical focuses:

Institutes for laboratory diagnostics , pathology , physical medicine and rehabilitation , as well as for radiology are set up.

New priorities all over Vienna

In connection with the construction of the new hospital in the underserved north of Vienna, the Vienna Hospital Association has also decided to relocate individual departments or entire hospitals and, in some cases, to set new priorities in other urban hospitals. This means that hospital beds and medical services are distributed differently throughout Vienna. There are currently 3 beds per 1000 inhabitants in the north of Vienna and 9 in the west. With the construction of the hospital, there will be 6 beds per 1000 inhabitants in all of Vienna in the future.

Instead, the Hietzingen hospital is being expanded into a clinic for the common diseases of stroke, diabetes and rheumatism and will continue to offer internal heart care.

  • The Penzing Clinic remains a specialty hospital for orthopedics, psychiatry, neurology and pulmonology. Thoracic surgery as well as parts of pulmonology and psychiatry (former 4th Psychiatric Department) move to the North Hospital. The aim is further regionalization and the care of psychiatric patients in specialized hospitals.
  • Part of the paediatrics and adolescent medicine will be transferred from the Ottakring Clinic to the north of Vienna.

There will be additional beds at the new location for child and adolescent psychiatry and trauma surgery.
