Martin Rivoir (born June 18, 1960 in Ulm ) is a German engineer , entrepreneur , sports official, politician ( SPD ) and member of the state parliament of Baden-Württemberg .

education

After graduating from high school in 1979 at Math.-Nat. High school in Ulm (2nd Ulm model, today Anna-Essinger-Gymnasium ) Rivoir studies physics for four semesters at the University of Ulm . He broke off this course and began studying electrical engineering at the Technical University in Darmstadt in 1981 . He passed his diploma examination in 1988.

engineer

From 1988 to 1996 he was a development engineer at AEG in Ulm, where he worked in the production of liquid crystal displays (LCD). After AEG was broken up, he worked for AEG MIS (buy-out from AEG) in Ulm from 1996 to 2001. He worked in the field of parking guidance systems and environmental information boards. Rivoir is a member of IG Metall and was a member of the AEG site works council in Söflinger Strasse in Ulm from 1990 to 1994. After the spin-off of AEG MIS, he was chairman of the works council of the newly founded company from 1996 to April 2001.

Party politician

Rivoir joined the Ulm SPD in 1984 in his mid-twenties. From 1986 to 1989 he was chairman of the Juso district association Ulm / Alb-Donau and in various functions a member of the SPD district committee in Ulm. He was chairman from 1993 to 1995 and from 2008 to 2015.

Local politician

He has been a member of the Ulm municipal council since 1989, where he was parliamentary group chairman from 1994 to 2004 , and then deputy chairman from 2004 to 2014.

In 2015, he applied to succeed Ivo Gönner (SPD) as Lord Mayor of the city of Ulm , which has over 120,000 inhabitants . With 29.9% of the vote, he was defeated by Gunter Czisch ( CDU ), who was elected Lord Mayor with 52.9% in the first ballot.

Member of the state parliament

Second mandate

Rivoir has been a member of the Baden-Württemberg state parliament ( second mandate for constituency 64 - Ulm ) since 2001 . The then forty-year-old Rivoir received 34% of the vote in March 2001. In the years 2006 with 24.4% and 2011 with 23.9% there was another election. In 2016 he ran for the fourth time for the state parliament and won the second mandate again with 14.7%.

Political group and committees

He has been a member of the committee for science, research and the arts since 2001 and chairman of the SPD working group for this committee from 2007 to 2016.

Rivoir was a member of the Economic Committee from 2001 to 2006 and a member of the European Committee from 2006 to 2011 and from 2011 to 2016. In the subsequent electoral term - 2011 to 2016 - he was a member of its Deputy Chairman of the Committee on Transport and Infrastructure and a member of the Article Committee 62 of the Constitution (emergency parliament). After the state elections in March 2016, Rivoir remained on the Transport Committee. The AfD MP Hans Peter Stauch took over his deputy position in the committee .

In the 15th electoral term he was the SPD's spokesman for science policy. In the 16th electoral term (2016–2021) he is the transport policy spokesman and, since Nils Schmid moved to the Bundestag, he has also been the cultural policy spokesman for his parliamentary group.

Since 2011 he has been deputy chairman of the SPD parliamentary group.

Part-time MP

Right from the start, he has held his state parliament mandate part-time.

From 2001 to 2011 he was a part-time sales engineer at AEG MIS (buy-out from AEG) in Ulm.

In the meantime from 2010 to 2012 he was also the managing director of leo-solar GmbH & Co. KG, of which he was a co-partner from 2010 to 2015.

Since 2001 he has been managing director of his own company, traffico GmbH, which operates photovoltaic systems.

Sports official

Rivoir became chairman of the SSV Ulm 1846 section of the German Alpine Club in 2010 . This is the smallest DAV section in Ulm with around 1,600 members and has a local group in Laupheim and Ehingen . The DAV section operates the Allgäu mountain homes at the old school in Missen , the Alpe Birkach near Gunzesried and the Alpe Hohenschwand near Steibis .

In spring 2016 he was unanimously elected President of the Württemberg Swimming Association.

Consultant

The member of the state parliament and entrepreneur Rivoir is also active in an advisory capacity. In Karlsruhe he advises the Board of Trustees of the Center for Art and Media . And in Stuttgart he is a member of the Scientific Advisory Board of the House of History Baden-Württemberg .

Honorary positions

Since 1992 he has been chairman of the Ulm / Neu-Ulm tenants' association, which has over 5000 members .

In 1992 he founded an association to financially support the Ulmer Zelt - an Ulm culture festival. According to Riovir, his association, which he has chaired since it was founded, can "collect around 15,000 euros every year for the tent".

First as chairman and then as deputy chairman, he works for the Friends of the Ecumenical Railway Station Mission in Württemberg .

Rivoir is one of the shareholders of the European Danube Academy non-profit GmbH, which aims to promote the cooperation and integration process in the Danube region .

Previous supervisory and administrative membership

During his time in parliament, Martin Rivoir was a member of the supervisory board of Stadtwerke Ulm / Neu-Ulm GmbH , the supervisory board of Ulmer Wohnungs- und Siedlungs GmbH and the administrative board of Sparkasse Ulm . He received payments for these activities.

controversy

At the end of June 2011, Rivoir sent a small inquiry about financial connections between BUND and the park guards , both opponents of Stuttgart 21 , to the state government of Baden-Württemberg. This led to an examination of BUND and VCD by the tax office, whether their non-profit status should be withdrawn. Both exams were negative, the Ministry of Finance and Economy confirmed that both organizations do not violate non-profit law. In the meantime, Rivoir has regretted his actions, also due to severe criticism from SPD members.
