Hailing from a modest background in 1797 Tischnowitz in Moravia born Joseph Franz Neumann studied in 1817 at the University of Vienna, where he in 1821 to Dr. jur. PhD. He then worked at the Theresianum, acquired the Breitensee reign and later worked as court and judicial advocate in Vienna. In 1839 he was one of the founders of the Lower Austrian Trade Association , as its vice-president he worked for several years. He was married to Elise von Spallart (1799–1879), daughter of Robert Edlen von Spallart, who died in 1808. When Neumann was raised to the Austrian nobility in 1875 as one of the leading commercial and economic experts of his time, he took the name "Neumann von Spallart". He was an honorary citizen of Tischnowitz and Breitensee and left four sons, Robert (1825–1880), Aemilian (1829–1901), Julius (1831–1896) and Franz Xaver (1837–1888).

Robert (1825–1880) married Barbara von Ettenreich in 1854, the only child of Josef Ritter von Ettenreich , after which the knighthood of his father-in-law was transferred to him with imperial approval. This gave rise to the noble family Ritter Neumann-Ettenreich von Spallart. Her son Robert von Neumann-Ettenreich was a professor of civil law at the Imperial and Royal Oriental Academy as well as a councilor at the Administrative Court, member of the Imperial Court and most recently permanent rapporteur at the Austrian Constitutional Court and died at the age of 69 on March 26, 1926 in Vienna. His son was the physicist, radio pioneer and inventor Robert von Neumann-Ettenreich (1892-1951), who called himself Robert Ettenreich after 1919 . He was married to Elisabeth "Liesi" Engelhart, a daughter of the famous Viennese painter, sculptor and co-founder of the Secession Josef Engelhart . His great-great-granddaughter was the music professor, journalist and politician Nora Hiltl .

Julius (1831-1896) embarked on a military career, graduated from the Theresian Military Academy , was later commanded to the General Staff and was most recently commander of the 29th Infantry Troop Division in Theresienstadt before he was retired in 1894. His brother Franz Xaver (1837–1888) made a name for himself as an economist and statistician. He studied law and political science in Vienna and received his doctorate as Dr. jur. and in 1869 received the chair for economics at the war school, from which he moved to the University of Vienna in 1872 and the following year as a full professor at the University of Natural Resources and Life Sciences . His wife Gabrielle (née Benedict von Mautenau) was a composer, his son Anatol (1872–1914) was Dr. phil. and officer in the First World War, whose son Max Georg was an important theater music director and also a composer .

After the fall of the Austro-Hungarian Empire of the family went to the nobility repeal Act 1919, the ennoblement lost. Spallartgasse in Vienna- Penzing (14th district) was named after Franz Xaver von Neumann-Spallart in 1894 ; a large bundle of compositions, letters, photos, manuscripts and documents from the estate of his wife Gabrielle , who died in 1930, was auctioned on the Internet in January 2006.
