The political association Newropeans participated exclusively in the elections to the European Parliament . The name is composed of New and Europeans (German roughly Neuropeans ). In Paris a preparatory meeting was held in October 2000, the first meeting was conducted there in June of 2006. The association saw itself as the "first trans-European political movement" and represented a pan-European claim. Because European electoral law does not provide for a pan-European candidacy, the members had to endeavor to be admitted to the election in the respective individual states.

In the 2009 European elections , the Newropeans ran for the first time in Germany , France and the Netherlands . In some other states, e.g. B. in Italy , the admission to the election could not be obtained.

Further members of the board: Harald Greib (D), Taco Dankers (NL), Christel Hahn (D), Bruno Blossier (F), Detlef Winkler (D), Maria Zei (I). Franck Biancheri (F), founding president of the Newropeans, was their honorary president until his death in October 2012.

After Biancheri's death, the association's activities ebbed. She did not take part in the 2014 European elections . Now she is only active through the publication of "Newropeans Magazine". The Newropeans as a political movement no longer exist.

History and structure

In 1985 the Association des Etats Généraux des Etudiants de l'Europe was founded in Paris and the Erasmus program was initiated in 1988 . A year later, the same students competed as IDE: Initiative for Democracy in Europe in the first transnational election campaign for the European Parliament. The name Newropeans was only used at the founding symposium in October 2000 Newopeans 2000: New Europe, New Challenges, New Generations in Paris. The Newropeans have been publishing the trans-European webzine Newropeans Magazine since 2003 .

After the referendums in France and the Netherlands on the EU constitutional treaty in summer 2005, some European citizens and the European student association around the French Franck Biancheri met and drafted the characteristics of this political movement. The Newropeans were founded as a Dutch association. The association still exists today. They saw themselves as completely independent of European or national institutions and were financed solely through membership fees and donations.

Program and other important decisions were made by all members via the intranet or at the “agors” (general assemblies). These took place once a year “somewhere in Europe”. The day-to-day work is mainly carried out by the elected Committee des Directeurs, chaired by a President. In addition to Germany, France and the Netherlands, there are also national coordination groups in other EU member states , e.g. B. in Belgium , Great Britain , Italy , Romania , Spain and the Czech Republic . In a “dynamic team of voluntary translators”, the Newropeans try to present their European policy in as many EU languages as possible.

program

The central concern of the Newropeans was the democratization of the European Union. In their program, they criticize the fact that the decision-making processes in the European Union are opaque and dominated by national preferences. On the other hand, you want to promote trans-European thinking and action in order to achieve a citizen-friendly union. To do this, u. a. the institutions outside of Strasbourg , Brussels and Luxembourg will be decentralized, the parliament will have the right to initiate legislation and will have greater influence. In order to strengthen the European identity, they advocate an electoral system according to which the members of the European Parliament are elected half from national or regional and half from European lists. This should result in an EU government with a common foreign minister who is directly responsible to the elected parliament. In addition, the cultural exchange within the EU is to be strengthened and training and education are more related to Europe.

The development of the Newropeans program has been discussed since 2006 on the basis of 16 key points both on the intranet and at member meetings.

The party traditionally united left demands, such as the integration-oriented immigration policy, as well as more conservative demands, such as B. a “privileged neighborhood with Turkey ” and green demands such as the ban on genetically modified food.

European elections 2009

Not a single audience came to the 2008 election campaign in Frankfurt. The Newropeans announced a lawsuit in Germany before the Federal Constitutional Court to review the existing 5 percent hurdle in European elections. The initiative argues that the threshold clause has also been lifted in local elections because no government will be appointed there, which also applies to the European elections.

In the election, the party received 15,060 votes (0.1% share of the vote) nationwide in Germany. In the Netherlands, the party received 19,860 votes (0.4% of the vote). In France the number of votes was only 2,549 (0.02%).
