General election in Bulgaria July 2021
On July 11 , 2021 , the new parliamentary elections took place in Bulgaria .It became necessary after the parties represented in parliament were unable to agree on a government after the April 2021 election .
The 240 members of the Bulgarian National Assembly, the Narodno Sabranie, were elected .
organization
Suffrage
All Bulgarian citizens of full age at home and abroad are entitled to vote, with the age of majority being reached at the age of 18.
The electoral system consists of proportional representation through which the 240 members of the National Assembly are elected. Bulgaria is divided into 31 electoral districts, most of which correspond to the country's 28 oblasts . Exceptions are the capital Sofia , which is divided into three electoral districts, and the city of Plovdiv , which forms its own constituency.
In order to enter the National Assembly, a party has to pass the four percent hurdle ( threshold clause ). In the run-up to this, some important changes for voting at home and abroad were passed by the short-lived 45th parliament.
Voting
Voting is only possible in polling stations , there is no postal vote . Abroad, voting is possible in 719 international polling stations in 68 countries, which is the highest number of international polling stations in a Bulgarian election. The legal limit of a maximum of 35 polling stations per non-EU country has been lifted, as it led to great resentment in the numerous diaspora there in the last elections, especially in the UK after Brexit and in the USA. With the changes, most of the international polling stations will be in the United Kingdom (135, including 45 in London and the immediate vicinity), Turkey (127), Germany (116, including 7 in Berlin and 6 in Munich), Spain (67) and the USA (58), France (19), Austria (17, 9 of them in Vienna) and 10 in Switzerland . The opening of additional polling stations, which can now be requested in writing by 40 instead of 60 voters, was introduced in the run-up to the election by parliament in the electoral law.
In the neighboring countries of Bulgaria, 32 polling stations will be opened in Greece , 6 in North Macedonia , 5 in Serbia , 3 in Albania and one in Romania . Polling stations are not opened in missions abroad due to armed conflicts or the pandemic situation in the following countries: Iraq , Syria , Palestine , Libya , Yemen , Afghanistan as well as in Pakistan , North Korea , Mongolia , Ethiopia , Kazakhstan , Uzbekistan , Vietnam and Indonesia .
The most important novelty, however, is the introduction of voting by means of voting machines . Voting is to be done electronically in those polling stations where at least 300 votes were cast in the last election or at least 300 voters applied for a polling station to be opened. The electronic voting is binding for all polling stations in Germany and abroad that meet the requirements.
Starting position
The incumbent coalition of the conservative GERB party and the nationalist movement United Patriots (VP) no longer received a majority in the April election. The GERB party under Prime Minister Boyko Borissov (in coalition with the UDK ) became the strongest force for the fifth time in a row, but lost significantly in support and achieved the worst result since its foundation in 2006.
For the first time since 2001, no nationalist party made it into the National Assembly. The Bulgarian Socialist Party (BSP) suffered significant losses and had its worst result since 1990.
As a result, no camp received a majority. Since the parties could not agree on a government, President Rumen Radew announced new elections for July 2021.
The elections were prepared by Janev's interim government .
