The office of the Federal Government Commissioner for the Issues of Patients ( patient commissioner for short ) was introduced with the law on the modernization of statutory health insurance (GMG) on January 1, 2004.

The patient commissioner reports to the Federal Ministry of Health (BMG) and is appointed by the federal government.

The tasks of the representative are defined in Section 140h, Paragraph 2, Fifth Book of the Social Code (SGB V) as follows:

(2) The task of the authorized person is to work towards ensuring that the interests of patients, especially with regard to their rights to comprehensive and independent advice and objective information from service providers, payers and authorities in the health care system and to participation in questions of ensuring medical care Supply are taken into account. In performing this task, it advocates that the different living conditions and needs of women and men are taken into account and that gender-specific aspects are taken into account in medical care and research. The authorized person should compile the rights of the patients comprehensively, in easily understandable language and in a suitable form and keep them available for the information of the population.

The first patient representative was Helga Kühn-Mengel ( SPD ), former spokeswoman for health policy and disability representative of the SPD parliamentary group . She was followed in November 2009 by Wolfgang Zöller ( CSU ), former deputy chairman of the CDU / CSU parliamentary group . His office ended legally with the meeting of the 18th German Bundestag on October 22, 2013.

In 2014, Karl-Josef Laumann ( CDU ), member of the presidium of the CDU, was appointed to the newly created office of the Federal Government Commissioner for Patients and Care Representative with the rank of State Secretary . In the final months of the 18th German Bundestag exercised Ingrid Fischbach from this office. From April to November 2018 Ralf Brauksiepe ( CDU ) was the patient representative. Claudia Schmidtke took over the task in January 2019 .
