Prepper

Prepper (derived from English to be prepared , be ready ' , or the scout greeting: English Be prepared , Be ready !, " Always ready "' ) refers to people who are using individual measures to any type of disaster prepare: by storage , or own cultivation of food supplies, the erection of protective structures or protective devices on existing buildings, the provision of protective clothing , tools, radios , weapons and other things. The prepper scene originated in the USA in the 1970s. The possibility of protecting one's own supplies in such a situation is also mentioned as a motivation. In parts of the prepper scene, the procurement of weapons for self-protection is at least supported.

Situation in Germany

Right-wing extremist circles and " Reichsbürger " call on their supporters to become "preppers", and the Federal Office for Civil Protection and Disaster Aid (bbk.bund.de) recommends that the population stock up on emergency supplies for around 10 days.

Since August 2017, the Attorney General has been investigating several members of the prepper scene in Mecklenburg-Western Pomerania , who are said to have left out in chats that a crisis could also be an opportunity to take over power with subsequent internment or murder of left-wing politicians. During house searches, the police found the addresses of politicians from the Left , the FDP and the Greens, as well as refugee associations, workers' welfare organizations and trade unions . A commission from the Mecklenburg-Western Pomerania state police is now supposed to create a detailed picture of the scene. The AfD MP Nikolaus Kramer criticized the police's project, while the SPD MP Martina Tegtmeier welcomed it.

In the summer of 2018, Der Spiegel reported on an eleven-page report by the Federal Criminal Police Office and the Federal Office for the Protection of the Constitution on the “prepper scene”, which was picked up in February 2018 by the Bundestag's interior committee. The members of the scene therefore have in common that they were waiting for an apocalyptic event; in this respect, the impact of the asteroid Apophis is named, which will hit Earth in 2036. In many searches, in addition to food supplies, large quantities of weapons and ammunition were found, in one case from Schleswig-Holstein a "private Nazi museum with machine gun, rifle grenade, explosives and 40 kilograms of ammunition" was excavated. “The arsenal was rounded off by a battle tank of the type 'Panther' and an anti-aircraft gun, caliber 8.8 cm.” Two cases: A “prepper” from Chieming expressly expressed the fear “that the Muslims will overrun us and as the reason for his actions The police and the military could no longer stop them. ”Another expected that the euro would soon no longer exist. In 2020, another right-wing extremist prepper group became known in Saxony-Anhalt.

In connection with the right-wing extremist "Refuge" prepper group, which is preparing for a "race war", the Attorney General Naumburg determined in August 2020 . Composition of the scene and motivation

Preppers do not present themselves as a homogeneous grouping. Among the preppers, there are also said to have been isolated Reich citizens , right-wing groups and conspiracy theorists trying to subvert the scene. In recent years, the large communities (organized preppers) such as PGD ( Prepper-Gemeinschaft Deutschland ) and the Prepper-Verein eV have distanced themselves from these groups.

Prepper often cite the advice of the Federal Office for Civil Protection and Disaster Relief as a motivation . Among other things, this recommends that every German citizen should keep a supply for 10 days in order to be prepared for possible crises.

Regardless of the intensity of the preparatory actions, according to the Federal Government, crisis prevention should not be assessed as extremist.
