Richard Howard Stallings (born October 7, 1940 in Ogden , Utah ) is an American politician . Between 1985 and 1993 he represented the second constituency of Idaho state in the US House of Representatives .

Early years

Richard Stallings attended the public schools in Ogden and then from 1960 to 62 a mission school in New Zealand . He graduated from Weber State College in 1965, Utah State University in 1968, and then Colorado College . From 1969 to 1984 he taught history at Ricks College , now Brigham Young University in Rexburg .

Political career

Stallings became a member of the Democratic Party . In 1982 he ran for the first time in the second constituency of Idaho for the US House of Representatives, but was defeated by Republican George V. Hansen . Two years later he was able to beat Hansen by less than 200 votes and take his seat in Congress . After three re-elections he was able to exercise this mandate between January 3, 1985 and January 3, 1993 in four legislative periods. In 1992 he ran unsuccessfully against Republican Dirk Kempthorne for a seat in the US Senate .

In 1993, Stallings was appointed United States Nuclear Waste Negotiator by President Bill Clinton . He held this office as the last incumbent until 1995; then this authority was abolished. In 1998 Stallings ran again for the US House of Representatives, but was defeated by Mike Simpson . Between 2005 and 2007 he was Chairman of the Idaho Democratic Party and a member of the Pocatello City Council . Richard Stallings is married to Renee Stallings.

At the Democratic National Convention of 1988, he received three votes for the nomination for US President without having run.
