In March 2014 he joined the youth department of Manchester City and the Skyblues paid Feyenoord a training allowance of 450,000 euros. In July of the same year he signed his first professional contract with the first division club . In the 2015/16 season he played in the U23 team for the first time and was also regularly on the pitch for the U18. At the end of the 2016/17 season he led the Elite Development Squad , as the Citizens U23s are called, as captain on the pitch and was named Player of the Year for this selection. He did not succeed in making the final leap into the professional team and he was never supposed to play for the first team.

In order to gain match practice in men's football, Kongolo moved to third division Doncaster Rovers for six months on August 3, 2017 .
