Sergei Michailowitsch Schachrai ( Russian Сергей Михайлович Шахрай ; born April 30, 1956 in Simferopol ) is a Russian lawyer , constitutional lawyer and university professor .

Life

Shachrai is descended from Terek Cossacks . His father was an air force pilot who, following an accident, returned to his native Stanitsa Soldatskaya in Prochladny district in Kabardino-Balkaria , where he ran the kolkhoz for 30 years . Shachrai finished school with a gold medal.

Shachrai studied at the law faculty of the Rostov-on-Don University (RGU) with a degree in Political Science in 1978 . This was followed by an aspirantur at the Lomonossow University Moscow (MGU). In 1981 he defended his candidate dissertation there on the influence of the federal nature of Czechoslovakia on the organization and activities of the Federation Assembly. In 1982 he became an assistant at the law faculty of the MGU. 1987–1990 he headed the Laboratory for Legal Informatics and Cybernetics at MGU. From 1988-1991 he was a member of the CPSU .

In 1989 Shachrai became an adviser to the Committee on Legislation of the Supreme Soviet of the USSR . From March 1990 to December 1992 he was People's Deputy for the central constituency of Moscow Oblast in the People's Deputy Congress . He joined the Smena (Change) deputy group and then became the founder and leader of the Left Center group . From July 1990 to November 1991 he was chairman of the Legislative Committee of the Supreme Soviet of the RSFSR . From July 1991 to June 1992 he was a government advisor on legal policy . In addition, he was a member of the State Council under the President of the RSFSR. On December 8, 1991, he participated in the drafting and writing of the Białowieża Declaration of the RSFSR, Ukraine and Belarus on the dissolution of the Soviet Union and the formation of the Commonwealth of Independent States . On December 12, 1991, he voted in the Supreme Soviet to ratify the Białowieża Declaration on the dissolution of the Soviet Union.

On April 20, 1992, Boris Nikolaevich Yeltsin Shakhrai was appointed Vice Prime Minister of the Russian Federation (RF). He was responsible for issues relating to the legal policy of the RSFSR during the economic reforms and for overseeing the Ministry of Justice and the Ministry of Interior of the RSFSR. On November 11, 1992, Yeltsin appointed Shachrai chairman of the government committee for nationality policy. From November 11 to December 17, 1992, he was acting head of administration in the territories of the North Ossetian Autonomous Soviet Socialist Republic and the Republic of Ingushetia .

In May 1993, Shakhrai became the official representative of the President of the Russian Federation on the Constitutional Commission of the People's Deputies Congress of the Russian Federation. He is considered one of the authors of the Constitution of the Russian Federation alongside Anatoly Alexandrovich Sobchak , Sergei Sergejewitsch Alexejew and Leonid Solomonowitsch Mamut .

In June 1993, founded Schachrai the Party of Russian unity and consent that in the Duma election was in 1993 6.7%, in 1995 only 0.4% of the vote and not subsequently took and which he in December 1993 in the Duma of the Russian Federation moved in. From January to May 1994 he was Minister for Nationality and Regional Policy of the RF. From April 1994 to January 1996 he was Vice-Prime Minister of the RF. From December 1996 to June 1998 he was the authorized representative of the President of the RF in the Constitutional Court of the Russian Federation .

In November 2000, Shachrai became director of the Research Institute for Systems Analysis of the Audit Office of the RF and Deputy Administrative Director of the Audit Office. 2004–2013 he was administrative director of the RF Court of Auditors.

In 2004, Shakhrai graduated from the Moscow Financial Academy of the Government of the Russian Federation . In 2005 he defended his doctoral thesis on federalism and constitutional law at the St. Petersburg University of the Ministry of Interior of the Russian Federation . The appointment as professor followed . He is a professor at the Moscow State Institute for International Relations and at the Moscow University of the Russian Interior Ministry, as well as dean of the MGU School of Auditing . He publishes the results of his scientific work in various specialist journals. Constitutional law remained a focus of work. He is chairman of the Council of Directors of the MGU-PPI Russian- Chinese University in Shenzhen of the MGU and the Beijing Polytechnic Institute (PPI) .

Shachrai became President of the National Badminton Federation of Russia in 2005 .
