Terje Rød-Larsen (born November 22, 1947 in Bergen ) is a Norwegian diplomat , politician ( Arbeiderpartiet ) and sociologist.

Rød-Larsen grew up in Bergen. He studied social sciences and earned a PhD in sociology . He taught at Norwegian universities until 1981 when he helped found FAFO, a research facility funded by the Norwegian Federation of Trade Unions .

In 1989 Rød-Larsen moved to Cairo because his wife Mona Juul was transferred there because of her work for the Norwegian Foreign Ministry . Rød-Larsen continued to work for FAFO as the organization became more internationally oriented during the 1980s . He carried out a sociological study of living conditions in the West Bank , Gaza Strip and East Jerusalem . During this work, Rød-Larsen established contacts that proved helpful during the secret negotiations between Israel and the PLO . His wife was able to establish contact with Foreign Minister Johan Jørgen Holst , which led to the achievement of the Oslo Accords in 1993 . That year, Rød-Larsen was officially hired by the Norwegian Ministry of Foreign Affairs as a special advisor on Middle Eastern affairs.

Between 1994 and 1996 he served the former Secretary General of the United Nations Boutros Boutros-Ghali as "Special Coordinator in the Occupied Territories" . In 1996 he was briefly cabinet minister in the government of Thorbjørn Jagland , but was then forced to resign because of a tax affair.

In 1999 he became the personal representative of Secretary General Kofi Annan to the PLO and the Palestinian Authority in the West Bank and Gaza Strip. He is also the UN Special Coordinator for Peace Negotiations in the Middle East . He gave up this post to become chairman of the International Peace Academy in New York in 2004 , but was also appointed UN special envoy for the implementation of UN Security Council Resolution 1559 , which required Syria to withdraw from Lebanon and disarm the Shiites Hezbollah asks.

Following the unanimous resolution of the UN Security Council on UN Security Council Resolution 1701, Kofi Annan sent him to Israel and Lebanon in August 2006 to monitor the implementation of the ceasefire in the 2006 Israel-Lebanon conflict .
