Lëvizja Vetëvendosje! or Vetëvendosje for short ! (Abbreviation: LVV or VV ; Albanian for “Movement Self-Determination!” Or “Self-Determination!”) Is a left and nationalist political party in Kosovo . Among other things, she is striving for the right to unite the country with Albania . Vetëvendosje sees itself - even after joining parliament in 2011 and although registered as a political party with the Central Election Commission - still as a citizens' initiative .

In the parliamentary elections in Kosovo 2010/2011 , she took part for the first time as a political party and achieved twelve percent of the vote, with a turnout of 48 percent. After a few re-elections in January 2011, Vetëvendosje finally had 14 seats in parliament and was the third largest group in the parliament of the Republic of Kosovo . In the local elections in 2013, Vetëvendosje in the capital Pristina with her candidate Shpend Ahmeti recorded the first success at the local level and has since been the first mayor in her party history.

Lëvizja Vetëvendosje won the 2017 parliamentary elections! the highest number of votes a political party has ever achieved in Kosovo. Compared to 2014 , the LVV doubled its votes from 99,397 to more than 200,135. This gave her 27.49% of the total vote and 32 of the 120 members of parliament. In the 2019 parliamentary election , she was again the strongest party with 26.27% and, from February 2020 to March 2020, appointed Albin Kurti as prime minister for the first time .

The party, founded in 2004 as a citizens' initiative, has its headquarters in Pristina. Its chairman was Visar Ymeri from 2015 until his election in January 2018 , who replaced the founder Albin Kurti . Kurti has held the party chairmanship again since 2018.

requirements

The VV calls for complete independence of Kosovo without international control or ethnically oriented decentralization , as provided for in the Ahtisaari plan . Sovereignty should rest with the Kosovar people alone. The LVV wants to act primarily against corruption in the country. She refuses to negotiate with the Belgrade government on the status of the Serb-dominated northern communities and instead wants to enter into a direct dialogue with the latter. She is in favor of Kosovo joining the European Union and NATO .

Activities as a citizens' initiative

Movement protest on June 30, 2007

Vetëvendosje recruits its following mainly from young Kosovar Albanians . The organization claims to have 18 centers in Kosovo, a thousand activists and 10,000 donors. According to a survey by UNDP , around fifteen percent of Kosovar Albanians are willing to fully support and join the organization's activities.

"No negotiations - self-determination!"
“I choose, you choose, he / she chooses, we choose, you choose, they benefit” - graffiti in Pristina

Since August 2005, Vetëvendosje has been spreading its slogan Jo Negociata - Vetëvendosje! Via graffiti , leaflets and protest actions in Kosovo . ( German  No negotiations - self-determination! ), which is directed against the negotiations on a new status of Kosovo. UNMIK vehicles with the label UN are expanded to FUND (German end ) or TUNG (German bye ) by spraying them on . The acronym UNMIK is translated in Albanian as Unë Nuk Merrem me Interesat të Kosovës (German I do not deal with the interests of Kosovo ).

In autumn 2006, the activists from Vetëvendosje distributed a fake leaflet to UNMIK staff with the title Ten Phrases for Evacuation . In November 2006 they mobilized several thousand young people who were besieging the UNMIK headquarters in Pristina; the blockers had to be evicted by the police.

After UN envoy Martti Ahtisaari presented his plan for the future of Kosovo, Vetëvendosje called for protest demonstrations. The demonstration on February 10, 2007 resulted in violent clashes with the police. This claimed two dead demonstrators and over 80 injured. The two men died from hard rubber bullets which UN police units fired into the crowd. Kosovar human rights organizations and even the UN criticized the use of the police as disproportionate. Amnesty International described UNMIK's mission as "incorrect". Albin Kurti was then arrested and held for five months and house arrest for another five months . UNMIK's three charges were: leading the masses of people believed to have committed criminal offenses; Call for resistance and disruption of police measures on February 10, 2007. After the sixth trial, he was initially acquitted when the trial with the first count was resumed on February 15, 2010. The other two were dropped. This time it was led by the European Union Rule of Law Mission in Kosovo ( EULEX for short ). Kurti denied the charges and did not recognize the EULEX judges and his lawyer provided by the EULEX mission. In June 2010, he was sentenced to nine months in prison. After the verdict, however, he was released because he had already been in custody for eleven months.

Vetëvendosje as a political party

In the parliamentary elections in Kosovo 2010/2011 , the civil rights movement took part as a party for the first time, although it does not want to call itself such. She obtained 14 out of 100 possible seats (20 more are reserved for the minorities). After the government was formed in late February, she joined the opposition with other parties . In the presidential election, she did not take part in the third and last attempt and left the meeting on the grounds that Behgjet Pacolli was personally and politically unsuitable as President of the country.

On March 31, 2011, VV and the young party Fryma e Re merged , which only got two percent of the vote in the parliamentary elections and is not represented in parliament.

After the resignation of President Behgjet Pacolli on March 30, 2011, Vetëvendosje proposed Adem Demaçi as President. Atifete Jahjaga was elected on April 7th . VV did not take part in the presidential election. The candidate emerged from an agreement between the PDK, LDK and AKR. After the agreement, VV put up posters saying Welcome to the Banana Republic in front of the government building in Prishtina .

In January 2012, Vetëvendosje activists tried to block the two main border crossings between Kosovo and Serbia. 13 police officers were injured in the protests and 50 protesters, including the vice-chairman and two MPs from Vetëvendosje, were arrested. In October 2012, several hundred protesters led by the Vetëvendosje tried to storm the parliament and the seat of government in Kosovo. They wanted to prevent the start of negotiations between Kosovo and Serbia.

At the end of February 2015, Visar Ymeri became the new party leader. He ran as the only candidate for the election of the chairman and was elected with over 96% of the party members. He thus succeeded the party founder Albin Kurti. In January 2018 he was replaced by Kurti again. As the opposition in parliament, they repeatedly drew attention to themselves with tear gas and smoke bombs in order to prevent political decisions. Kurti led the party to new successes in the 2019 parliamentary elections - Vetëvendosje became the strongest party in parliament.

Political and journalistic environment

The movement receives journalistic support from the Kosovar daily newspaper Epoka e Re (German New Age ). Vetëvendosje has been running the radio station Përballja (“comparison”) since July 2005 .

Assessments

“Anyone who reads the political concept of the LPV ( Lëvizja Politike Vetëvendosje ) without prejudice will come to interesting results. The LPV does not simply speak out in favor of the right of self-determination of the people in Kosova, but explicitly wants to end the national conflict in Kosova. Your opponent is the Serbian state, UNMIK and the planned EU protectorate in Kosova. The declaration of the LPV against 'decentralization' shows that it rejects the ethnic division of the country and the ethnic separation of the people. For the LPV, the religious objects in Kosova belong to everyone in the country. "

- Alexandra Cohen for indymedia

The Germany radio indicates that Vetëvendosje! link the demand for immediate independence with social issues and especially with the situation of young Kosovars.

“Every year tens of thousands of young Kosovars enter the labor market, which can only offer a few regular jobs. It is a generation that had to watch war heroes transform into corrupt politicians and businessmen and who, on the other hand, are wondering what justification the internationals' huge salaries actually have when there is not even a functioning power grid seven years after the end of the war gives."

“With their actions, Vetëvendosje has developed into the only real opposition in Kosovo. And as such it is being taken increasingly seriously by the government and the UN administration. "
