Referendum on the adjustment of the minimum conversion rate in 2010
In the referendum on the adjustment of the minimum conversion rate , the Swiss voters voted on March 7, 2010 to amend the federal law on occupational old-age, survivors' and disability benefits . This was approved by both councils ( National Council and Council of States ) on December 19, 2008 and provided for a reduction in the minimum conversion rate from 6.8% to 6.4% in 2016. Trade unions, left-wing parties and the Swiss Democrats have held a referendum against this change . The 72.7% of the electorate clearly opposed this change.
Opponents of the change had collected 122,757 signatures by May 6, 2009, as they see the lowering of the minimum conversion rate as a "pension theft". The pension funds had done good business with the pensions and pocketed billions of francs for profits and administrative costs, according to the referendum committee in the “Voting Book”. The trade unions (above all the Unia ), SP , the Greens and individual cantonal parties of the bourgeois parties rejected the reduction.
The Federal Council and its supporters saw the change in the minimum conversion rate as a necessity, as the financial stability of the 2nd pillar was threatened. If there was no reduction, future pensions could only be paid through higher contributions from the active population.
