The Waterways and Shipping Office Cologne (WSA Cologne) was a waterways and shipping office in Germany. It belonged to the service area of the General Directorate for Waterways and Shipping , formerly Waterways and Shipping Directorate West .
By merging the waterways and shipping authorities in Bingen , Cologne and Duisburg-Rhein , it was merged into the new waterways and shipping authority for the Rhine on January 30, 2020 .
History and jurisdiction
The water and shipping administration (WSV) was subordinate to the Federal Minister for Transport, Building and Urban Development and administered the federal waterways for the federal government. The Cologne Waterways and Shipping Office was responsible for the federal waterway Rhine from Rhine-km 642.2 (left bank of the Rhine near Rolandswerth ) and Rhine-km 639.24 (right bank of the Rhine near Rheinbreitbach ) near Bad Honnef (border to the official area of the waterways and Shipping Office Bingen ) up to the Rhine km 759.7 at the level of the city limits of Duisburg / Krefeld (border to the administrative area of the Waterways and Shipping Office Duisburg-Rhine ). His area of responsibility thus extended to almost 120 kilometers of the Rhine. The appearance of the Rhine in this part of the route is characterized by its large flow width, but shallow river depth and its movable bed made of gravel-sand. Due to the movable sole and the different speeds, the appearance of the current sole changes continuously. The width of the middle water bed is about 300 meters. The water speed ranges - depending on the water level - from 0.5 to over 3.0 m / s. The flow rate fluctuates between 550 and 12,200 m³ / s and the water level accordingly by up to 11.50 m.
The Cologne Waterways and Shipping Office was put into operation at its current location in 1910 in the presence of Kaiser Wilhelm II . That was shortly after the re-mapping of the Rhine, which was corrected several times, which took place between 1883 and 1910. He was responsible for the spectacular accident of the Excelsior on March 25, 2007 in the area of Cologne-Zündorf, in which the ship lost 32 of 103 freight containers. As a result of the accident, the federal waterway Rhine between Cologne-Sürth and Cologne-Niehl (Rhine km 675 to 695) had to be completely closed to shipping. The responsibility of the Waterways and Shipping Office in Cologne also included "guaranteeing the safety and ease of shipping and ... maintaining and expanding the Rhine". A total of nine watercraft were also available for inspection trips.
