Andrej Holm (* 8. October 1970 in Leipzig ) is a German social scientist with the topics of urban renewal , gentrification and housing policy . In 2016/2017, he was briefly State Secretary in the Senate Department for Urban Development and Housing of the red-red-green state government ( Senate Müller II ) of Berlin .

Life

Origin and youth

Holm's great-grandparents were persecuted for their political activities during the Nazi era and emigrated to the Soviet Union . His father Hans Holm was born in Moscow and later worked in Department XX of the Berlin District Administration of the Ministry for State Security (MfS). Holm grew up in Leipzig and East Berlin . At the age of fourteen he became a member of an FDJ applicant collective for military professions and from 1985 to 1989 he was secretary of the management of the FDJ basic organization in his school. He became a candidate for the SED in January 1989 . After graduating from EOS “Paul Oestreich” in Berlin-Weißensee, he began training as an officer student in the Berlin Guard and Security Unit of the MfS in September 1989. After six weeks of basic military training. served Holm in the evaluation and control group of Department XX of the Berlin district administration of the MfS. He also undertook to study journalism at the University of Leipzig on behalf of the MfS . Holm was sworn in at the end of September 1989 and, following the dissolution of the MfS at the end of January 1990, retired from his service.

Studies and academic work

From 1990 to 1997 Holm studied social sciences at the Humboldt University in Berlin and received his doctorate in 2004 with a thesis on the subject of “restructuring of space and social power in redevelopment areas”. From 1998 to 2001 he was a research assistant at the Humboldt University in Berlin in the research project "Changed Conditions in Urban Renewal - The Example of East Berlin" under the direction of Hartmut Häußermann . In 2005/2006 he worked as a coordinator on the project “The European URBAN Experience - the Academic Perspective”. In 2008/2009 he was employed at the Institute for Human Geography at the University of Frankfurt , where he coordinated a research project on the “Reorganization of the Urban in the Neoliberal Age”. From 2009 to 2011 he took on teaching duties in the field of urban research at the Institute for Social Sciences at the Carl von Ossietzky University of Oldenburg . Since 2011 he has been a research assistant at the Institute for Social Sciences at the Humboldt University in Berlin; his position there has been permanent since 2013.

As part of the Stasi affair , the President of the Humboldt University, Sabine Kunst , which on 18 January 2017 proper notice Holms known as a research assistant. She justified this with his false information about his stasis in a personnel questionnaire in 2005 and in several résumés, which the university rated as fraudulent under labor law ; he is also not prepared to admit his false statements and to distance himself from them. Shortly afterwards, his position as a lecturer at the HU Berlin was terminated due to the Stasi affair. Holm's dismissal caused widespread protest from the student body, and the Institute for Social Science was filled. Holm was popular among the student body due to his critical view of urban sociology and rental price developments. The protest and the occupation did not end even after three weeks. According to the HU, a statement by Holms on February 9, 2017, in which he "admitted to the university for the first time that he had made false statements and regrets this", was the reason to convert the termination into a warning . President Kunst emphasized that if “Holm had disclosed his biography when he was hired”, his “appointment would also have been possible based on the information currently available”. CDU and AfD condemned the relenting and accused art of collapsing because of the student protests. After Holm's leave of absence until the end of 2018, he returned to the work area urban and regional sociology.

politics

Early political activity

After the fall of the Wall, Holm became involved in the opposition Marxist youth association Young Left and the opposition alliance United Left . Later he was active in the autonomous squatter movement and in various neighborhood and tenant initiatives. He wrote for the magazines Telegraph and MieterEcho (magazine of the Berliner MieterGemeinschaft) as well as for the Junge Welt , the papers for German and international politics , analysis & criticism and other publications. He also dealt with the privatization of apartments in Germany and other European countries and was active in the “Berlin Alliance against Privatization” and in the “Network Privatization / Public Goods” of the Rosa-Luxemburg-Stiftung .

Investigative procedures and monitoring measures

In September 2006, the Federal Prosecutor's Office initiated an investigation against Holm on suspicion of membership in a terrorist organization (Section 129a StGB ), as a result of which he was arrested on July 31, 2007. An arrest warrant was issued against him because of alleged membership in the militant group (mg) , which the Federal Prosecutor classified as terrorist at the time .

The arrest met with criticism because the suspicion was not based on concrete actions, but on evidence based on statements critical of gentrification and the choice of words in Holm's scientific publications. Therefore, 43 scholars from home and abroad as well as the sociologists Richard Sennett and Saskia Sassen called for Holm's release in open letters.

On October 24, 2007, the Federal Court of Justice finally overturned the arrest warrant because the investigations did not provide sufficient evidence for an urgent suspicion; in addition, the mg is not a terrorist organization . No charges were brought against Holm; the proceedings were discontinued on July 5, 2010 due to insufficient suspicion .

Holm sought compensation in court for having been innocently imprisoned and for months prior to being monitored. His partner Anne Roth documented the accompanying surveillance measures against Holm and herself in her blog.

Appointment as State Secretary - Stasi affair

At the beginning of December 2016, the Senate of Berlin Holm appointed Katrin Lompscher ( Die Linke ) as State Secretary for Housing on the proposal of the Senator for Urban Development and Housing. The appointment of Holm led to widespread criticism due to his previous five-month activity as a full-time employee at the MfS and his false information about this activity towards the Humboldt University.

After Berlin's Governing Mayor Michael Müller announced on January 14, 2017, without consulting the left-wing coalition partner, that Holm would be fired because of the false information and his handling of it, Holm announced his resignation from the office of State Secretary on January 16. As a result, his position at the HU was terminated, but the termination was later converted into a warning due to major protests by the student body. Since February 2017, Holm has been advising the Senate Administration as a member of the “Advisory Committee for the Urban Development Plan Housing 2030”.

In his Stasi files, “steadfastness, courage and class position” of the 18-year-old officer student Holm was praised. According to the controversial historian Hubertus Knabe , Holm “not only sat idly in a clerk's office”, but was “an employee of the evaluation and control group in the Berlin district administration of the Stasi”, in which “in autumn 1989 all information about the resistance against the SED merged ". Holm justified his work at that time with his youthful inexperience: “When I was approached at the age of 16 because of my family background, I considered it my duty to serve the GDR. When I was 18, I lacked the courage to withdraw my commitment. ”The historian Sascha Kowalczuk takes the Causa Holm as an opportunity to shed light on the question of whether and when the past passes, and states that the case is being instrumentalized from all sides.

Private

Holm is in a relationship with the network activist and journalist Anne Roth .
