The Russian Colonel of the GRU Leopold Trepper travels to Belgium under an assumed name . There he sets up a spy ring. Together with his colleagues Viktor Sukulow ( Anatoli Markowitsch Gurewitsch ), Johann Wenzel , Hillel Katz and Michail Makarow , he succeeds in establishing an espionage network throughout Belgium and France in a very short time .

With the help of his cover companies, Trepper can collect important information from the economy and the armed forces about Atlantic Wall construction sites and railway lines and transmit it to Moscow .

The agents keep getting help from patriots who want to liberate their countries from German occupation.
