At the EHF Challenge Cup 2003/04 39 took Handball part -Vereinsmannschaften, who had qualified in the previous season in their home countries for the competition. It was the 4th edition of the Challenge Cup. The defending champion was Skjern Håndbold from Denmark. The cup games began on October 11, 2003, the second final took place on April 24, 2004. In the final, the Swedish team IFK Skövde HK prevailed against the French representative US Dunkerque HB .
The competition started with 7 games in round 2. The winners moved into round 3, in which other, higher-rated teams entered. All rounds including the final were carried out in a knockout system with a return leg. The winner of the final was the EHF Challenge Cup winner of the 2003/04 season.
