After years of efforts, the EU voted in September 2011 to found a central " Agency for large-scale IT systems ". The agency started managing the Visa Information System (VIS) and the EURODAC fingerprint database . The Schengen Information System (SIS) was transferred to eu-LISA in April 2013 after the switch to SIS II .

In July 2014 heise reported online about new proposals from the EU Commission. These provide for the data management of "the planned entry / exit system (EES) and the registration program (RTP)" by EU-LISA. The recording of flight passenger data in a central EU database is also being planned. The member states are, however, against the management of flight passenger data by EU-LISA. In the course of the NSA affair , support for the sTESTA network was transferred from Orange Business Services and Hewlett-Packard to T-Systems . The Schengen member states exchange data from SIS II, VIS and EURODAC via the network.

The agency was set up in accordance with Regulation (EU) 1077/2011 and started its work in December 2012.

Eu-LISA mainly helps EU countries in their efforts to make Europe safer through the use of technology . The basis for the agency's activities is respect for basic civil rights and compliance with the strictest security and data protection standards . The main task of eu-LISA is the operational management of the following systems:

Interoperability

In November 2018, the European Council gave EU-Lisa the mandate to implement interoperability . As with a “ Google for security authorities”, authorized officers use a single portal to query every database operated in Strasbourg at the same time. Up until now, each database had its own rules. The police did not receive uncontrolled data on asylum seekers. The new search function, however, delivers hits from all systems. This search itself is intended to solve serious crimes. Raphael Bossong ( Science and Politics Foundation ) objected: It remains unclear “whether the proportionality is correct and how the legally vague term of 'serious crimes' is then concretely interpreted”.

With regard to interoperability, the German member of the Bundestag Andrej Hunko warned : “From a civil and data protection perspective, the project is brutal. Fingerprints and facial images would be saved with personal data in a single file, which would then be searchable. I am concerned about the power that EU-Lisa receives as the guardian of the new central 'data pool'. "

Multilingualism

Eu-LISA publishes the following documents on its website in accordance with its founding regulation (EU No. 1077/2011) in all official languages ​​of the institutions and bodies of the European Union :

  • Annual budgets,
  • Lists of the competent authorities authorized to directly query the data stored in the second generation Schengen Information System (SIS II),
  • Lists of the bodies of the national systems of the SIS II (N.SIS II) and the SIRENE bureaus,
  • List of designated authorities that have access to the data stored in the Eurodac central system (on asylum),
  • eu-LISA's official replies to the observations of the European Court of Auditors on the Agency's annual accounts.

Various public information material such as leaflets, brochures or fact sheets are published in English, French, German and (given the location of the agency) Estonian. Most of the eu-LISA web content is, however, only available in English due to resource-related reasons.

Seat

Eu-LISA is headquartered in Tallinn ( Estonia ). The operational management of the systems mentioned takes place in Strasbourg ( France ) with a back-up system in Sankt Johann im Pongau ( Austria ).
