Visa information system

The Visa Information System ( VIS or EUVIS ) is a system for exchanging data on short-term visas between the member states of the Schengen area . The system went into operation on October 11, 2011. The VIS Access Act regulates access for German authorities .

functionality

The VIS consists of a central database, a national interface in the Schengen states and an infrastructure for communication between the two. Through the national interfaces, data on all applications, exhibitions, rejections, cancellations, revocations and extensions of visas carried out in the Schengen state are fed into the system by the responsible authorities.

The VIS comprises two systems: the central database, which has an alphanumeric search function, and an automated system for identifying fingerprints ( AFIS ), which compares new fingerprints with those already recorded in the database.

The official sponsor of the system is EU-LISA in Tallinn , Estonia. The main VIS database is located in a data center in Strasbourg ( France ), while a backup system in St. Johann im Pongau ( Austria ) ensures that it functions properly.

The new visa information system will make it easier and faster for authorities to verify and verify the identities of visa holders directly at the border crossing. All new entries in the system are available to all national bodies within a few minutes.

In Germany, public authorities' access to the visa information system is regulated in the VIS Access Act (VISZG). The law comes into force on September 1, 2013.

Start of the system and scope

The system started working on October 11, 2011.

First region

Initially, however, it was limited to consulates in the North Africa region ( Algeria , Egypt , Libya , Mauritania , Morocco, and Tunisia ). The schedule for other regions is set out in Decision 2010/49 / EC of the European Commission.

Second and third region

On May 10, 2012 the Middle East region ( Israel , Jordan , Lebanon and Syria ) and on October 2, 2012 the Gulf region ( Afghanistan , Bahrain , Iran , Iraq , Kuwait , Oman , Qatar , Saudi Arabia , United Arab Emirates and Yemen ) have been connected to the system.

Fourth and fifth regions

Following the decision of March 7, 2013, the fourth and fifth regions were added on March 14, 2013. The fourth region is Benin , Burkina Faso , Côte d'Ivoire , Gambia , Ghana , Guinea , Guinea-Bissau , Cape Verde , Liberia , Mali , Niger , Nigeria , Senegal , Sierra Leone and Togo . The fifth region includes Equatorial Guinea , Burundi , the Democratic Republic of the Congo , Gabon , Cameroon , the Republic of the Congo , Rwanda , São Tomé and Principe , Chad, and the Central African Republic .

Sixth and Seventh Regions

With the decision of June 5, 2013, the sixth and seventh regions were added. The sixth region includes the Comoros , Djibouti , Eritrea , Ethiopia , Kenya , Madagascar , Mauritius , the Seychelles , Somalia , Sudan , South Sudan , Tanzania and Uganda . The seventh region consists of Angola , Botswana , Lesotho , Malawi , Mozambique , Namibia , Zambia , Zimbabwe , South Africa and Swaziland .

Eighth region

The Commission's implementation decision of August 20, 2013 names the states of the eighth region. They are: Argentina , Bolivia , Brazil , Chile , Colombia , Ecuador , Paraguay , Peru , Uruguay and Venezuela . The eighth region went into operation on September 5, 2013.

Ninth, tenth and eleventh regions

With the implementation decision of the Commission of November 8, 2013, the states of the ninth, tenth and eleventh regions are named. They are in the ninth region: Kazakhstan , Kyrgyzstan , Tajikistan , Turkmenistan and Uzbekistan . The tenth region comprises the states of Brunei , Burma / Myanmar , Cambodia , Indonesia , Laos , Malaysia , the Philippines , Singapore , Thailand and Vietnam . The "Occupied Palestinian Territory" is the eleventh region.

Twelfth to fifteenth regions

According to the Commission's implementing decision of May 7, 2014, the states of the twelfth to fifteenth regions are named. The states of the twelfth region are Costa Rica , El Salvador , Guatemala , Honduras , Nicaragua and Panama . The thirteenth region includes Canada , Mexico, and the United States of America . The fourteenth region is made up of Antigua and Barbuda , the Bahamas , Barbados , Belize , Cuba , Dominica , the Dominican Republic , Grenada , Guyana , Haiti , Jamaica , St. Kitts and Nevis , St. Lucia , St. Vincent and the Grenadines , Suriname and Trinidad and Tobago . The fifteenth region includes Australia , Fiji , Kiribati , the Marshall Islands , Micronesia , Nauru , New Zealand , Palau , Papua New Guinea , Samoa , the Solomon Islands , Timor-Leste , Tonga , Tuvalu and Vanuatu . Operations for these regions began on May 15, 2014.

The VIS finds its most important legal basis in Council Decision 2004/512 / EC and Regulation (EC) No. 767/2008, which sets out the conditions and procedures for the exchange of visa data between the member states of the European Union (EU) and associated countries Countries that apply the common visa policy.
