Franz Bernhard (politician)

Franz Bernhard (born September 8, 1934 in Bregenz ; † December 31, 2000 there ) was an Austrian politician ( Austrian People's Party ) and lawyer. Bernhard was a member of the Vorarlberg state parliament from 1979 to 1994 and its 1st vice-president from 1991.

education and profession

After primary school in Bregenz, Bernhard attended the Federal High School in Bregenz and passed his Matura there in 1953 . He then studied from 1953 to 1957 law at the Universities of Innsbruck and Vienna and received his doctorate in 1957 in Innsbruck for Dr. jur. After completing his studies, he completed his court practice in Bregenz and Vienna between 1957 and 1958 and then worked as a trainee in the law firms of Dr. Gasser in Bludenz and Dr. Hagen and Dr. Hubert Kinz is employed in Bregenz. In 1966 he set up his own law firm in Bregenz, which he ran until April 2000.

politics

In 1970 Bernhard joined the Wirtschaftsbund or the ÖVP, in 1975 he was elected to the city council of Bregenz, to which he belonged until 1986. In 1978 he became a member of the city council, where he was responsible for the municipal utilities and slaughterhouse department until 1980 and the economic affairs and tourism department from 1980 until he left the city council in 1985. Furthermore, from 1980 he was chairman or deputy chairman of the economic and tourism committee. Within the party, he held the office of city party chairman of the ÖVP Bregenz from 1975, and he also worked in the city council from 1975 to 1977 and 1978 to 1981 as parliamentary group leader of the ÖVP Bregenz. He was also a member of the ÖVP district party leadership in Bregenz, chairman of the Bregenz Economic Association and from 1979 to 1994 a member of the state party leadership of the ÖVP Vorarlberg.

He was a member of the state parliament between November 6, 1979 and October 3, 1994, and from March 6, 1991 he was its first vice-president. In addition, Bernhard was active in numerous functions, such as from 1957 as a member of the CV Association AV Raeto-Bavaria Innsbruck , from 1980 as a member of the main committee of the Bregenz Festival and from 1982 to 1997 as Vice President of the Civil Defense Association. Furthermore, he was President of the Civil Protection Association from 1991 to 1995 and was a member of the State Cultural Advisory Board from 1985. He was also a member of the Bodensee-Rheintal Regional Tourism Association, the Rotary Club Bregenz, the Kolping Association, the Bregenz Ski Club and the Association of South Tyroleans in Vorarlberg.

Private

Bernhard was born the son of the state official Franz Bernhard and his wife Elsa, née Pfanner. He married Irmtraud Lorünser on August 29, 1964 and was the father of five children. His four daughters and his son were born between 1965 and 1983.
