The last business distribution plan of Department I of the Berlin Police, written down in December 1932, as the predecessor institution of the Secret State Police Office, was found by Christoph Graf in Albert Grzesinski's estate and reproduced in abridged form in his book Political Police Between Democracy and Dictatorship .

Business distribution plan dated June 19, 1933
The Gestapo's oldest known business distribution plan is dated June 19, 1933. This shows a subdivision of the Secret State Police Office into nine or ten Roman numbered departments : One exception is the protective custody department IIa, which, in Johannes Tuchel's opinion, appears to have been added later thus - probably because "a separate department number [...] was apparently no longer available" - was given a different name. In contrast to Graf who only counts nine departments, Tuchel considers it advisable to regard it as a full department and not as an appendage to Department II, to which it was by no means subordinate, since it had its own department head.
41 officials are listed by name in the business allocation plan. The already very extensive field service is not recorded. The number of officers called upon by the Ministry of the Interior and other police departments for the field service can no longer be determined on the basis of the existing files. The number given by Diels after the war of 250 Gestapa employees in the early phase of the institution - including 90 people working in the field - thinks Tuchel is "definitely too low".
In general, the plan shows not only the initial organizational structure of the office, but also the focus of its activities.

Business distribution plan of January 22, 1934
The business distribution plan of the Secret State Police Office of January 22, 1934 is located in the Federal Archives , Berlin-Lichterfelde location : R 58/840, p. 7ff. This is printed in abbreviated form in Christoph Graf: Politische Polizei between Demokratie und Diktatur , 1983 (pp. 420–422) and in an even more abbreviated version in Johannes Tuchel Zentrale des Terror von 1987 (p. 78).
In January 1934, the Gestapa was divided into four departments, which in turn were subdivided into departments, the departments of Department IV being referred to as "Commissariats".
Tuchel emphasizes that this business distribution plan already takes into account "essential practical requirements" compared to its predecessor. He also shows "both the broad interests of the Gestapa (Memel, Danzig, Saardezernat) and the first changes in the fight against the political opponent". The shifted focus in the organization of the office is also useful as an indicator from which "conclusions can be drawn about the resistance at the beginning of 1934".

Business distribution plan of October 25, 1934
The business distribution plan of October 25, 1934 is preserved in the Federal Archives (Federal Archives Berlin: R 58/840, Bl. 24ff.). A heavily ruffled copy of this plan can be found at Tuchel's headquarters for terror .
On May 2, 1934, a newly created coordination office called the Central Office of the Political Police Commander of the Laender moved into rooms 106 and 107 on the first floor of Prinz-Albrecht-Strasse 108. According to Tuchel, Heinrich Himmler combined his country competencies here into a "factual empire competency". The Gestapa was restructured in terms of departments. It received three main departments, with Main Department II becoming the "heart of the Secret State Police Office".
So-called sub-departments have taken the place of the earlier departments as the next organizational level after the main departments. So-called departments - instead of the earlier departments - were subordinate to these. The name “Department” has now been transferred to the third sub-level of the structure. So designated z. B. the code II 1 A 2 the department “SPD, SAP, Reichsbanner etc.” within the department II 1 A (“Communist and Marxist movement and their subsidiary movements”), which is in the sub-department II 1 (“ ideological opponents”) in Main Department II ("Political Police") was located. The plan was marked “Secret! For official use only ”.
