Grażyna Gęsicka (born December 13, 1951 in Warsaw , † April 10, 2010 in Smolensk , Russia ) was a Polish sociologist , politician , Minister for Regional Development in the governments of Kazimierz Marcinkiewicz and Jarosław Kaczyński and since 2007 a member of the Sejm in the VI. Electoral term .

Scientific activity

In 1974 she finished her studies at the Sociological Institute of Warsaw University . In 1985 she received her doctorate in sociology. Between 1985 and 1993 she worked as a research assistant in the Institute of Sociology at the University of Warsaw. She was a member of the Polish Sociological Society and the Association Internationale des Sociologues de Langue Francaise. Gęsicka has authored or co-authored several dozen monographs and over 30 articles in Polish and foreign scientific publications in the field of sociology and economics.

Political activity

In 1989 she took part in the round table discussions in the Mining Commission. From 1989 to 1991 she was the scientific coordinator of the research institute of the Solidarność trade union of the Mazovia region . From 1990 to 1997 she was a consultant and prepared reports on the subject of regional development, among others for the European Commission , the World Bank, the government, the Sejm, and various local and regional administrations. From September to December 1991 she was an advisor in the Ministry of Labor and Social Affairs.

In 1993 and 1994 she was part of an expert group for Central and Eastern Europe in the LEDA ( Local Employment Development Action ) program of the European Commission. In 1995 she was a permanent advisor to an extraordinary commission of the Sejm on the principles of state regional policy. From 1995 to 1996 she was deputy head of the PHARE program “Local Initiatives for Socio-Economic Development”. From 1996 to 1998 she worked as the representative of the General Director of the Polish Foundation for the Promotion and Development of Small and Medium Enterprises.

From 1998 to 2001 she was Undersecretary of State in the Ministry of Labor and Social Affairs, where she was responsible for programs that were supposed to support employment and were financed by international funds (PHARE, World Bank), as well as for occupational safety and hygiene and the introduction of the European Social Fund . In August 2001 she became Deputy Chairwoman of the Polish Agency for Industrial Development. In the 2005 parliamentary elections she advised the Platforma Obywatelska (PO). She was Jan Rokita's (PO) candidate for a ministerial post and represented the PO in the coalition negotiations with the Law and Justice (PiS), especially on the use of EU funds.

On October 31, 2005, she became Minister for Regional Development in the government of Kazimierz Marcinkiewicz. On July 14, 2006, she took over this position in the government of Jarosław Kaczyński. He was dismissed from this post on September 7th and at the same time appointed State Secretary in the Ministry of Regional Development. On September 11, 2007, she was reappointed Minister for Regional Development. In the parliamentary elections in 2007 she was elected to the Sejm with 28,982 votes on the list of PiS for the constituency of Rzeszów . She was deputy chairwoman of the Sejm Commission for Local Self-Government and Regional Development.

On April 10, 2010, Gęsicka was part of a Polish delegation headed by President Lech Kaczyński , who was to travel to the memorial in Russia on the occasion of the seventieth anniversary of the Katyn massacre . In a plane crash of the delegation near the Smolensk-Nord military airfield , however, she and other high-ranking representatives of Poland were killed.

Posthumously Gęsicka was the Commander's Cross of the 16 April 2010 Order of Polonia Restituta (Krzyź Komandorski Orderu Rebirth of Poland) awarded.
