Life

education and profession

In 1966 Szyszko graduated from the Forestry Faculty of the Warsaw University of Natural Sciences . At the university he received his doctorate and habilitation in the field of forestry . In addition, he worked there as a scientific and didactic employee and also held management positions. In 2001 Szyszko received the title of professor.

Between 1993 and 1994 he was chairman of the Central National Park Administration ( Polish: Krajowy Zarząd Parków Narodowych ). He was a member of the Ecological Committee of the Polish Academy of Sciences and also gave lectures at the University of Social and Media Culture in Toruń .

Szyszko was the author of over 100 scientific publications dealing with the regeneration of forests, the consumption of natural resources for economic development and population dynamics . He also offered a private research facility for students. In his investigations he used ground beetles as a bio-indicator and was also able to discover a new kind of nimble runner. His private collection houses over 50,000 insects, including over 1,000 different species of ground beetle. Szyszko was co-founder and chairman of the Association for Sustainable Development of Poland (Polish: Stowarzyszenie na Rzecz Zrównoważonego Rozwoju Polski ).

At the end of the 1980s he was a member of the Presidium of the Municipal National Council of Wesoła (Polish: Prezydium Miejskiej Rady Narodowej ). After the establishment of municipal self-government (Polish: Samorząd gminny) in 1990, Szyszko was elected to the Wesoła municipal council. From 1991 he was active in the center alliance and in 1996 became deputy chairman of its party executive committee. During the presidential election in 1995 he was electoral officer of Adam Strzembosz , who later rejected his candidacy. In the 1997 parliamentary elections , he ran in vain for the AWS to the Sejm.

From 1997 to 1999 he was Environment Minister in the Buzek cabinet . He then moved to the Prime Minister's Office as State Secretary (Polish: Kancelaria Prezesa Rady Ministrów ). He represented the government at the Framework Convention on Climate Change and was President of the fifth UN Climate Change Conference . The PiS party successfully nominated him for the state tribunal (2001–2005); since 2001 he has been a member of the PiS. In the 2001 parliamentary elections , he missed a mandate with 4,108 votes received. At the regular election in 2005 , he was elected to the Sejm for the first time with 7,042 votes. In the Marcinkiewicz and Kaczyński governments, he was Minister of the Environment from 2005 to 2007. In 2007 he was re-elected to the Sejm with 15,623 votes. During the legislative period he was a member of the committees for EU affairs and environmental protection. In the 2011 Sejm election , another mandate (13,636 votes) was obtained. In the 2015 parliamentary elections , Szyszko was also the representative of the people in the lower chamber of parliament with 15,015 votes. On November 16, 2015, Prime Minister Beata Szydło ( Szydło Cabinet ) appointed him Environment Minister. He was released from Morawiecki's successor government on January 9, 2018 .

Controversy

In July 2006, Szyszko issued an environmental impact decision (Polish: Decyzja o środowiskowych uwarunkowaniach ) for the Augustów bypass , although parts of the planned route collided with the nature reserve around the Rospuda river . The decision aroused criticism from environmental activists, scientists, the EU and within the population.

Ecologists criticized Szyszko for agreeing to increase the cutting rate in the Białowieża forest district between 2012 and 2021 from the original 63,471 to 188,000 cubic meters of wood. The minister justified his decision with the spread of the book printer . There would still be more trees growing and the Białowieża National Park itself would remain untouched. In May 2016, Szyszko fired 32 of 39 experts who had spoken out against the deforestation.

The environment minister was further criticized for the liberalization of a tree felling law that came into force on January 1, 2017. Private landowners therefore no longer had to obtain permission from the authorities for the felling, unless there was a commercial purpose. After protests, the law was amended again.

Szyszko was often criticized because, in addition to his ministerial function, he was also a hunter .
