Mariusz Kamiński (born September 25, 1965 in Sochaczew ) is a Polish politician of the Prawo i Sprawiedliwość , an activist of the anti-communist opposition during the People's Republic of Poland , from 2006 to 2009 chairman of the Centralne Biuro Antykorupcyjne and a member of the Sejm in the III., IV. , V., VII . and VIII. legislative term. Since November 2015, Kamiński has been Ministerial Intelligence Coordinator in the Szydło Cabinet . In the following cabinets, Morawiecki I and Morawiecki II, he was and is also Minister of the Interior and Administration since August 2019 .

Life

Mariusz Kamiński is a graduate of the Faculty of History at the University of Warsaw . In 1981 he was sentenced to one year juvenile imprisonment for desecrating a monument in gratitude to the Soviet Army . In May 1983, Kamiński was arrested for active resistance during a demonstration. In July of the same year he was released, but then expelled from the Lyceum. From 1984 Kamiński was a member of the Independent Student Union . He was also a member of the secret board of the Independent Student Union at the University of Warsaw. As a representative of the opposition student organizations, he took part in one of the working groups in the round table talks .

For a short time he was a functionary in ROAD , a party founded by Solidarność activists . In 1991 Mariusz Kamiński worked in the Internal Threats Department of the Biuro Bezpieczeństwa Narodowego (National Security Agency). He later found employment in the administration of the Solidarność board in the Mazovia region , the main customs office and the public television broadcaster TVP .

In addition, Kamiński was a co-founder of the “Pamiętamy” foundation, which campaigns for the memory of the so-called “expelled soldiers” . In 1993 he founded the anti-communist organization Liga Republikańska and headed it. In the 1997 parliamentary elections , Kamiński was elected for the first time as a member of the Sejm from the electoral list of Akcja Wyborcza Solidarność . 2001 and 2005 he was elected parliamentarians from the election list of Prawo i Sprawiedliwość from the constituency Warsaw selected.

From 2001 to 2002 he was deputy chairman of the Przymierze Prawicy party , which later joined the PiS. From 2004 to 2006 he held the post of Chairman in the Warsaw Region. In the Marcinkiewicz cabinet , Mariusz Kamiński was State Secretary in the Prime Minister's Office.

On July 5, 2006, he resigned his parliamentary mandate and was appointed the organizer of the anti-corruption authority (Centralne Biuro Antykorupcyjne), the establishment of which he initiated, the next day. Kamiński renounced his membership in the PiS and was appointed chairman of the newly founded CBA on August 3, 2006 by then Prime Minister Jarosław Kaczyński .

On October 6, 2009, the Rzeszów District Public Prosecutor's Office started an investigation against Kamiński for abuse of office and forgery of documents in the so-called Afera gruntowa ( property affair ). Under his leadership, the CBA had tried to stage a corruption case in order to discredit the then Agriculture Minister and Deputy Prime Minister Andrzej Lepper . The fall led to the collapse of the governing coalition and new elections in 2007. Kamiński denied having committed a crime. Prime Minister Donald Tusk dismissed him from the post of head of the CBA because of the prosecution allegations. Charges were finally brought in September 2010 and Kamiński was dismissed from civil service that same month. The process dragged on for several years.

In January 2011 he joined the Prawo i Sprawiedliwość again and sat on the party committee. He was also appointed representative of the PiS in Warsaw. In the 2011 parliamentary elections , he achieved 17,535 votes and thus received a mandate for the Sejm. On November 26, 2011, he was elected vice-chairman of the party by the PiS party council. In the 2015 parliamentary election , he was re-elected with 29,654 votes received.

A few months earlier, after lengthy proceedings, Kamiński had already been sentenced in the first instance to three years' imprisonment and a ten-year ban on public office for abuse of office, forgery of documents and illegal telephone surveillance. Kamiński had here to appeal filed. On November 17, 2015, one day after his appointment as intelligence coordinator of the new Szydło government, Mariusz Kamiński was pardoned by President Andrzej Duda , who informed the Warsaw District Court that he was "closing the case". The two former presidents of the Constitutional Court, Andrzej Zoll and Jerzy Stępień , accused Duda of breaching the constitution, as the right to pardon only applies to convicted criminals and the president has no right to break off ongoing legal proceedings. The constitutional lawyer Ryszard Piotrowski and Tomasz Grzegorczyk see the pardon as constitutional. The President is not obliged to justify his decision, whereby the sense of justice must not be violated. The Warsaw District Court ignored the act and nevertheless referred the matter to the District Court. At the end of March 2016, however, the regional court ruled in a judgment that it did not have the competence to question the president's decision as to its legality, and overturned the judgment against Kamiński. The Polish Supreme Court overturned this decision on May 31, 2017, as the President had to await the final conviction of Kamiński.

After his appointment as Minister of the Interior in August 2019, the opposition in the Sejm criticized an “unprecedented concentration of power in the hands of one man”.

Awards

In 2010, Kamiński received the order of Polonia Restituta (Commander) from the then incumbent President Lech Kaczyński for extraordinary services, including his work on democratic change in Poland .

He was also chosen by Gazeta Polska as “Man of the Year 2007”.
