Henryk Kowalczyk (born July 15, 1956 in Żabianka ) is a Polish politician , local politician and since 2005 a member of the Sejm in the V., VI ., VII . and 8th electoral term, former State Secretary in the Ministry of Agriculture in the Jarosław Kaczyński government . On November 16, 2015, he was appointed Head of the Standing Committee of the Council of Ministers in the Szydło Cabinet and Minister of the Environment in the Morawiecki I Cabinet on January 9, 2018 .

Life

In 1980 he graduated from the Faculty of Mathematics at the University of Warsaw . From 1979 to 1990 he worked as a mathematics teacher at the Agricultural School in Golądkowo . Between 1990 and 1998 and from 1999 to 2005 Kowalczyk held the post of Bailiff (Wójt) of the municipality of Winnica . From February 19 to December 31, 1998 he was voivode of the Ciechanów Voivodeship . From 1999 to 2002 he sat in the Sejmik of the Masovian Voivodeship .

Between 1992 and 2003 he was a member of the Zjednoczenie Chrześcijańsko-Narodowe (Christian National Association - ZChN). Since 2005 he has been a member of Prawo i Sprawiedliwość (Law and Justice - PiS). In the 2005 parliamentary elections , he was elected to the Sejm for the Siedlce constituency via the list of PiS.

From June 7, 2006 to November 16, 2007, he was State Secretary in the Ministry of Agriculture and Commissioner for the Development of the Agricultural System.

In the 2007 Sejm elections , he was confirmed as a member of the PiS with 13,600 votes. He was a member of the Sejm Commissions for Public Finance and Agriculture.

From 1980 to 1981 he was chairman of the works committee of the opposition union Solidarność in the Agricultural School of Golądkowo. From 1989 to 1992 he headed the “Solidarność” citizens' committee of the Winnica municipality. He belonged to the Akcja Katolicka (Catholic Action) of the Diocese of Płock and was Deputy Chairman of the Diocesan Council from 1999 to 2003 and is a member of the Ruch Światło-Życie (Movement Light-Life).

After Dawid Jackiewicz left office , Kowalczyk was appointed interim Minister for State Assets . He was responsible for the dissolution process of the authority.
