Since his last assignment, which almost cost him his head, drug investigator Charlie, once known as "the cop who never trembles", is ripe for the island. He just wants to enjoy his view of the sea. But before he can give up his job, he has one last job that forces him to do money laundering with mafia boss Fulvio.
The tide seems to be turning when Charlie meets the pretty nurse Judy while visiting a gastrointestinal specialist. With both of them it sparks immediately and Judy's optimism gives Charlie new courage. He also finds sympathetic listeners for his problems in a self-help group that he visits on the advice of his psychiatrist .
But Fulvio's situation is also different from what it appears at first glance. He is tired of being bullied by his wife and her father, the equally powerful and feared Don Carmine, and would like to grow tomatoes in Italy .
For both of them, events take an unexpected turn when Don Carmine decides to entrust Fulvio with a sumptuous millions on the advice of Charlie, in order to let them invest in crooked businesses that promise high profits. The deal does not go through as a shootout breaks out between the gangsters. Fulvio and Charlie manage to get the amount entrusted to them back into their possession when Dexter Helvenshaw, Charlie's superior, appears on the scene and blows his camouflage. But Fulvio forgives Charlie's deception and so the two team up against Dexter Helvenshaw to secure the money for their old age. Judy, who in the meantime has appeared with Charlie's new friends from the self-help group and who are all wearing FBI clothing, escort the two to a waiting boat to flee.
So Fulvio finally manages to pursue his dream of growing tomatoes in Italy.

The film was made on locations in Los Angeles and New York City . The film premiered in the United States on February 4, 2000. It was shown in German cinemas from June 29, 2000. The film grossed a good 1.6 million US dollars in US cinemas, including over 700,000 US dollars on the opening weekend.

In the opinion of the Lexicon of International Films , A Heart and a Cannon is “a comedy produced with little effort that satirizes the motifs and stereotypes of the gangster film. Despite the not entirely new basic idea, it is amusing for a long time mainly because of the actors. "
Elvis Mitchell wrote in The New York Times that comedy was one of the most subtle and inspired comedies of the year. The direction is competent.
Eric Harrison wrote in the Los Angeles Times that there was nothing recommended in the film. The role of Sandra Bullock is dispensable.
