The HS Timber Group GmbH operated as the Holzindustrie Schweighofer Group until 2019 and is a company of the Evergreen Private Foundation.

Holzindustrie Schweighofer was part of the Schweighofer Group and has its roots in an Austrian family company with more than 400 years of tradition in the wood business. The core areas of the group today are the wood industry , forestry , bioenergy generation and real estate development .

Schweighofer has been active in Romania since 2002 . The first sawmill was opened there in 2003. Today the company, which is now also active in the Czech Republic , Bulgaria , Germany and the Ukraine , has over 3,100 employees at five different production sites in Romania and is a leading company in the field of wood processing in Europe.

history

17th to 20th century

Wood processing has a long tradition in the Schweighofer family, who come from the Waldviertel . The first documentary mention of the main factory in Furtmühle near the village of Brand comes from the 17th century.

The family ties of the Schweighofer family to the owners of the Furtmühle go back to the year 1707. In 1724 the mill became the property of the Schießwald family. In 1888 Johann Schweighofer took over the business with his bride and mill heir Maria Schießwald.

Middle of the 20th century: From a commercial to an industrial company

In 1956, Franz and Maria Schweighofer took over the sawmill in Brand with three employees and converted it from a commercial to an industrial company. At this time, the annual cut in the main factory in Brand is 1,000 cubic meters. In 1975, the son and current managing director Gerald Schweighofer joined the company. In the following year, he starts up the world's first profile hogging line for small wood. (The tree is pruned on both sides on a profile chipper line and this pruning is chipped into wood chips at the same time. Small wood refers to trunks with a maximum diameter of 7 - 24.5 cm.) With the opening of the location in Ybbs on the Danube , 1984 comes into being the largest sawmill in Europe at the time. In 1991, the takeover and expansion of the sawmill in Sollenau was another step in expansion. In 1996 Holzindustrie Schweighofer took over the largest and most modern sawmill in the Czech Republic in Ždírec .

Holzindustrie Schweighofer was one of the first European companies to begin exporting wood products to Japan in 1992 . In 1993, exports to the USA start with US sawn timber certification.

After taking over the plants in Bad St. Leonhard (Austria) and Plana (Czech Republic), Holzindustrie Schweighofer achieved an annual cutting capacity of more than 3 million cubic meters with six sawmills. In the same year, the Schweighofer private foundation was established and the Lamco laminated truss plant was built in Sollenau in cooperation with the Japanese company Meiken.

In October 1998, the merger with Stora and Enso Timber takes place , creating the world's third largest sawmill company.

2001 until today

The company entered the market with the brand and under the name Holzindustrie Schweighofer . The holding Schweighofer Privatstiftung Beteiligungsverwaltung GmbH (SPB) was founded in this form in 2000 and was 100% owned by the Schweighofer Privatstiftung .

In 2001 the Schweighofer Privatstiftung sold its shares to the majority owner Stora Enso Timber and thus also all sawmills in Austria and the Czech Republic.

In 2002 Schweighofer began to re-enter the wood business with the rebuilding in Romania. In 2003 the first Schweighofer sawmill started operations in Sebeş in Romania.

Also in 2003, the company created the world's first wood innovation prize, the Schweighofer Prize . The prize is awarded every two years and aims to promote sustainable innovations in the forestry and timber industry.

With the commissioning of the second sawmill in Rădăuți in 2008 and the takeover of a production facility from the IKEA subsidiary Swedwood in Siret in 2009, Schweighofer is further expanding its position in Romania. After the modernization and expansion of the plant, solid wood panels are produced here.

In 2010, Schweighofer took over the joiner's and concrete shuttering panel production from Finnforest Baco in Comăneşti .

In September 2011 Schweighofer acquired M-real Hallein GmbH in Austria and renamed it Schweighofer Fiber GmbH. In a press release, the company announced that it would invest a total of 60 million euros in the expansion of existing plants and the expansion of the business areas by 2013 and that the focus at the site would be on the production of high-quality viscose pulp and bioenergy . Schweighofer Fiber has been producing high-purity viscose pulp in Hallein since January 1, 2013. In September 2017, the Schweighofer Group sold the Hallein location to TowerBrook Capital Partners, who want to continue operating the pulp mill in full. This was justified with the concentration on the core business.

In 2019 the company will change its name to HS Timber Group, everything else such as ownership, independence and organizational structure will remain unchanged. The owner remains the Evergreen Private Foundation (formerly Schweighofer Private Foundation).

Sustainability Certifications

HS Timber Group has a Chain-of-Custody (CoC) certificate from PEFC as proof of sustainable wood sources.

In 2016 and 2017 the company also had an FSC-CoC certificate. The CoC certificate covers the following companies and locations: Holzindustrie Schweighofer GmbH (Vienna, Austria), Holzindustrie Schweighofer GmbH (Kodersdorf, Germany), Holzindustrie Schweighofer sro (subsidiary in Tabor, Czech Republic), Holzindustrie Schweighofer srl (sawmills in Sebes, Radauti, Reci and Panel factory Siret, Romania), Holzindustrie Schweighofer Baco (blockboard factory in Comanesti, Romania).

On June 23, 2016, FSC withdrew its label from Holzindustrie Schweighofer, initially on "probation". Procedural deficiencies were found in the certification process during a review by Accreditation Services International . On February 17, 2017, the withdrawal of the certificate was confirmed by FSC. The investigative commission of FSC found “clear and convincing evidence” that Schweighofer in Romania “was involved in the illegal logging or trade in illegal wood or wood products”. Together with FSC, Holzindustrie Schweighofer has defined a roadmap process to end the dissociation.

The HS Timber Group has five production locations in Romania. Three of them are sawmills in Sebes , Radauti , and Reci, and two others focus on glued wood and blockboard production. In 2015 the group took over the sawmill in Kodersdorf in Germany.

Sebeş sawmill

The Sebes sawmill was Schweighofer's first location in Romania and started production in 2003. The plant is 53 hectares in size, employs around 700 people and processes spruce and fir wood. The company states the cutting capacity at 1.45 million cubic meters of round timber.

Rădăuți sawmill

The second Schweighofer plant with around 770 employees was put into operation in 2008 and covers an area of ​​50 hectares. The wood species spruce, fir and pine are sourced from Romania and abroad. The high quality pine products are mainly intended for the Japanese market. The company states the cutting capacity at 1.45 million cubic meters of round timber.

Sawmill Reci

The company built its third sawmill on a construction area of ​​70 ha in Reci (Romania) and put it into operation in August 2015. According to its own information, Holzindustrie Schweighofer has invested around 150 million euros in this. The plant employs 650 people and has a cutting capacity of 800,000 solid cubic meters of logs.

Kodersdorf sawmill

The Schweighofer Group took over the Kodersdorf sawmill in Saxony (Germany) from the Klausner Group in 2015. The plant will operate under the name of Holzindustrie Schweighofer GmbH in the future. Operational management was transferred in October 2015. All employees have been taken over by Holzindustrie Schweighofer. The plant has a cutting capacity of 1.2 million cubic meters of round wood.

The glued wood panel plant in Siret was taken over by the Ikea subsidiary Swedwood in 2009 . The company has a size of 5 ha, employs around 270 people and processes the types of wood spruce, fir and pine and has a production capacity for laminated timber and finger-jointed products of 130,000 m³ of sawn timber.

Comăneşti blockboard plant

The blockboard plant in Comăneşti , which Finnforest took over in 2010, is the world's largest blockboard plant in one location with 17 hectares and 750 employees. It has an annual production capacity for blockboard & shuttering panels of 145,000 m³.

Kolomyja sawmill (in preparation)

Schweighofer is also planning a new sawmill on an area of ​​35 hectares in Kolomyja in the Ukraine . The investment volume is around 50 million euros. The infrastructure measures have been prepared since 2014.

Business areas

The business activities of the HS Timber Group cover the areas of wood industry, forestry, bioenergy generation and real estate development and also operates a hotel in Romania.

Timber industry

The core business area of ​​the HS Timber Group is the wood industry. In addition to classic sawmills, further processing is also one of the business areas. Its main products include lumber , construction timber , packaging timber, Planed (semi-) finished products, glued and finger-jointed goods, Furniture boards , large format formwork panels and solid wood panels. Heating materials such as briquettes and pellets are also part of the company's product range.

Energy generation through biomass

The HS Timber Group operates four biomass power plants in Romania. The biogas plant in Hallein near Salzburg went into operation in February 2016. It was sold again in September 2017.

In these combined heat and power plants , bark, sawdust and wood chips are used to generate energy. Schweighofer has also been involved in the biomass power plant in the Romanian city of Suceava since 2013 .

Timber trade

Sawn timber is traded together with the trading company DABG, a subsidiary of the HS Timber Group. The focus here is on North Africa and the Middle East.

Pulp production

The HS Timber Group sold its pulp production, which it had built up since 2013, on September 13, 2017.

Since 2013 produced Schweighofer Fiber in Hallein high purity rayon - pulp , which, inter alia, for the production of textile fibers is used. Around 150,000 tons of pulp are produced annually with around 240 employees. This pulp is used for the production of viscose fibers, viscose yarns and nitrocellulose , among other things .

Pulp production helped shape Hallein's business location over the decades. In April 2015, the pulp mill celebrated its 125th anniversary. Today, in addition to pulp production, the company also relies on bioenergy and district heating. The location will be further modernized, for example with a new reloading system that pellet and fuel traders have been using since May 2015 to withdraw quantities for their end customers as required. The filling station runs fully automatically. The associated silo and the warehouse have a storage capacity of 1,000 t. The new facility has an annual handling capacity of 40,000 t of pellets.

September 2017 it is announced that Schweighofer Fiber, acquired in 2011, is to be sold to the investor group TowerBrook Capital Partners.

forestry

The forests in the Czech Republic and Romania are managed sustainably and by forestry experts. For the forests managed in Romania, the company OS Cascade Empire , which is part of the HS Timber Group, has been certified according to FSC (Forest Stewardship Council). The Romanian forests were sold to the Swedish GreenGold Group in March 2018 . This FSC certification no longer exists as of February 17, 2017. Together with FSC, Holzindustrie Schweighofer has defined a roadmap process to end the dissociation.

The Gerald's Hotel

In 2007 a 4-star hotel was opened in Radauti in northern Romania. The Gerald's Hotel has 99 double rooms, 10 junior suites and two conference rooms, which can accommodate up to 100 participants.

Schweighofer Prize

With the Schweighofer Prize, a European innovation prize for forestry, wood technology and wood products has been awarded every two years since 2003. The main prize goes to a laureate for his life's work - that is, for special achievements that have a demonstrably positive impact on the European forestry and timber industry. There are also innovation prizes for ideas, technologies, products and services along the entire value chain. In 2011, a total of 300,000 euros in prize money was awarded. The Schweighofer Prize is endowed with a total of 300,000 euros every two years.

On the occasion of the 8th award of the Schweighofer Prize, it was decided to realign the Prize. The Schweighofer Prize will no longer exist in its current form, i. The Schweighofer Private Foundation supports existing charitable projects in Austria, Romania and India. In Austria, Schweighofer is involved in the “Sinnstifter” association. In Romania, the Schweighofer private foundation concentrates primarily on its own projects in the immediate vicinity of the plants located there. These projects include the financing and support of children's homes, hospitals, mobile care for the elderly, children's playgrounds and disaster relief.

At the end of September 2017, Holzindustrie Schweighofer started the tree-planting initiative “Tomorrow's Forest - Pădurea de mâine” in Romania and supports the campaign with over € 1 million and logistical infrastructure. "Tomorrow's Forest" is an initiative of the wood industry Schweighofer, the Romanian private forest management association - "Association of Forest Administrators" (AFA-AAP) and the Stefan cel Mare University of Suceava. A total of around one million trees are to be planted, mainly on degraded forest areas.

Criticism and controversy

Deforestation in Romania

Greenpeace accuses Schweighofer of being involved in the clearing of primeval forests in Romania ( Transylvania ). The organization claims that Schweighofer is responsible for 50 percent of the felling of conifers there.

Holzindustrie Schweighofer has publicly denied the accusations as false and pointed out that the company, as a wood processor in Romania, only buys wood that has already been felled and cannot even be involved in felling - in contrast to forest owners. According to Greenpeace , Schweighofer should also process illegally cleared wood and pay bonuses for it. In its own press release, however, the company claims that it can refute these allegations.

The Environmental Investigation Agency (EIA) also accuses Schweighofer of being involved in illegal activities. On October 21, 2015, the EIA presented the new study "Stealing the last forests" on Schweighofer. At the same time, the WWF reported the company to the Federal Office for Forests in Vienna for violating the EU timber trade regulation . The organization Saving the Rainforest started a petition to the Romanian Ministry of the Environment in June 2015, which was signed by more than 100,000 people.

In February 2016, Holzindustrie Schweighofer published a counter-report that countered the allegations of the Environmental Investigation Agency and represents the opposite self-view of the company.

After review by the Romanian Ministry of the Environment, sanctions and confiscations were imposed. The audit reports were sent to the public prosecutor's office, including the "Directorate for Investigations against Organized Crime and Terrorism". There were irregularities in 13 forest districts.

Withdrawal of FSC certificates

WWF Germany submitted a complaint process to the Forest Steward Council (FSC) in November. After a review by three experts who confirmed the allegations and a 3-month trial period, Holzindustrie Schweighofer was not only revoked all three FSC certificates on February 16, 2017, but also disassociated. On February 17, 2017, the expulsion from the FSC was confirmed after its investigative commission had found “clear and convincing evidence” that the Schweighofer Group in Romania “was involved in the illegal logging or trading of illegal wood or wood products”. Together with FSC, Holzindustrie Schweighofer has defined a roadmap process to end the dissociation. In response to the criticism, the company presented a catalog of measures. The core is the self-developed GPS tracking system "Timflow". Holzindustrie Schweighofer uses it to record the route of the trucks that deliver round wood to its sawmills. This data is publicly displayed on www.timflow.com together with photos of the loaded trucks. With this data, Holzindustrie Schweighofer wants to prove that it does not receive any wood from illegal use and that it also complies with its voluntary commitment to forego national park wood.

Tal-Silberstein affair

In Romania , Tal Silberstein , who became famous in Austria through the so-called Silberstein affair, works as a consultant for Schweighofer. A PR consulting contract was concluded from March to December 2017 with a fee of € 35,000 per month. This contract has not been in place since the end of September 2017.

Logging in Ukraine

According to a report by the Ukrainian newspaper Kyiv Post , Schweighofer is involved in corruption and illegal timber trade with Ukraine. According to the newspaper, the London-based environmental monitoring company Earthsight has found out that the Austrian timber companies Schweighofer, Kronospan , Lenzing , JAF Group as well as the Swiss company Swiss-Krono and a Polish factory of the American group International Paper are involved in illegal activities related to the import of Ukrainian wood into the EU are involved. The investigation found evidence that roundwood from Ukraine was misleadingly labeled as firewood in customs declarations in order to circumvent the ban on roundwood exports in force since 2015 and the ban on pine wood exports in place since 2017.

Earlier, journalists from the Kiev Post and the Organized Crime and Corruption Reporting Project investigated Schweighofer's involvement in illegal logging in Ukraine and found that Schweighofer had urged the European Union to put pressure on Ukrainian government officials to lift the moratorium .

According to the latest report by the World Wide Fund for Nature (WWF) , up to a quarter of Carpathian wood is illegally felled - without a permit and in unauthorized areas such as national parks. That corresponds to one million cubic meters of wood per year.

Holzindustrie Schweighofer rejected the allegations in a detailed statement and stated that it was the company's top priority to always act within the framework of all laws and regulations.
