Helmut Georg Müller (born May 31, 1952 in Heidelberg ) is a German economist and politician ( CDU ). From July 2007 to July 2013 he was Lord Mayor of the Hessian state capital Wiesbaden and is a member of the Presidium of the CDU Hessen .

Life

After graduating from high school in 1972 and doing his community service, Müller began studying economics in 1974, which he completed in 1978 at the Ludwig Maximilians University of Munich (LMU) with a diploma. He then worked for several years as a research assistant at the economics faculties of the University of Passau (1978/79) and the LMU Munich (1979/84) and received his doctorate in Passau in 1982 on regional labor market problems .

In 1984 he went to Bonn and became an advisor in the Federal Chancellery under Helmut Kohl . In 1986 he moved to the newly created Federal Environment Ministry as Walter Wallmann's personal advisor and also accompanied him to Wiesbaden after the latter was elected Prime Minister of Hesse, where he worked for four years as a policy advisor in Wallmann's personal office.

In 1991 he became head of the presidential office of Rita Süssmuth . A year later he returned to Wiesbaden and initially became a research assistant for economic policy and fundamental issues of the CDU in the Hessian state parliament and later head of Roland Koch's office .

In 2002 Müller got involved in local politics and on September 14, 2002 took up the post of city ​​treasurer of Wiesbaden. Since the beginning of 2004, he has also been the head of the economic department . On September 21, 2006 he was elected mayor of the state capital. After Hildebrand Diehl's retirement due to old age , the CDU presented him as the top candidate for the new mayor election. In the election on March 11, 2007, Müller prevailed against his competitors in the first ballot with 65.6% of the votes, but benefited from the failure of the SPD to register its candidate Ernst-Ewald Roth in time. He took office on July 2, 2007. His candidacy for a second term failed on March 10, 2013 in the runoff election against the SPD candidate Sven Gerich with 49.1% to 50.9% of the votes cast. On July 1, 2013, he was handed over to his successor. On August 1, 2013, Helmut Müller became Managing Director of the Frankfurt RheinMain Cultural Fund .

Müller is married and has three children.

Criticism of leadership behavior

After the mayor of Wiesbaden was voted out of office, Müller's dominant leadership behavior was criticized in the press. As early as 2012, Bielefeld's sociology professor Bernhard Badura was commissioned by the local magistrate to determine the reasons for the high level of sick leave among municipal employees in an expert report. The expert's verdict was devastating: In his eyes, the city administration in Wiesbaden is more like a “soulless apparatus” than a “dynamic production community”.

Badura also expressed himself negatively about the leadership qualities of the then Lord Mayor Müller. His conclusion: Above-average absenteeism, especially in the office of the outgoing Mayor Helmut Müller (CDU), as well as a high proportion of long-term illnesses and burnout cases in his department. According to one interviewee, many employees there quit because they were already suffering from burnout or simply couldn't stand the working atmosphere. The “overpowering boss” nevertheless goes his way “without considering losses” and is “merciless” in dealing with his employees. After his election and the handover of official business to Sven Gerich , the sickness rate continued to rise.

Above all, the Wiesbaden entrepreneurs, on the other hand, gave Helmut Müller a good report card because he made a significant contribution to strengthening the economy with quick and intelligent decisions. The Wiesbaden Chamber of Crafts awarded him the golden badge of honor as a thank you for his commitment to the interests of medium-sized businesses and crafts in the state capital and in the Wiesbaden chamber district.

Müller was in front of numerous urban societies in the state capital Wiesbaden . As Lord Mayor, he was the chairman of the supervisory board of ESWE Versorgungs AG . He was also chairman of the supervisory board of GWW Wiesbadener Wohnbaugesellschaft mbH and Wiesbadener Versorgungs- und Verkehrsholding GmbH. He was also chairman of the supervisory board of Kraftwerks-Mainz-Wiesbaden-AG. In addition, he was deputy chairman of the Sparkassen- und Giroverband Hessen-Thüringen and chaired the board of directors of Nassauische Sparkasse Wiesbaden . In addition, he is a board member of the Public Private Partnership in Hesse and Thuringia eV and the Ökoprofit-Klub eV Wiesbaden.
