Helmut Naunin
Helmut Richard Hermann Naunin (born September 16, 1904 in Deutsch Eylau ; † September 22, 2002 in Münster ) was a German administrative lawyer , 1954-1969 first regional councilor at the Westphalia-Lippe Regional Association and publicist. He was significantly involved in the creation of the landscape association regulations and the safeguarding of landscape self-government in North Rhine-Westphalia .
Life
Youth and education
Helmut Naunin was born on September 16, 1904 in Deutsch Eylau (today Iława) in the Rosenberg district as the son of pastor Otto Anton Carl Naunin and his wife Johanna Naunin, née Frenzel. In Ostrowo he attended elementary school and the humanistic grammar school. In 1920 the family moved to Wanne-Eickel . After graduating from high school in Gelsenkirchen-Schalke in 1923, he did a banking apprenticeship at Commerz- und Privatbank in Herne-Wanne from March 1923 to October 1924 . During his apprenticeship, he began to study law and economics at the Westphalian Wilhelms University in Münster in 1924, and later continued his studies at the Eberhard Karls University in Tübingen . During his time in Tübingen he became a member of the Hohenstaufia Tübingen gymnastics association . In December 1927 he passed the first state examination in law and was appointed trainee lawyer. In the course of his legal training, he worked in the following years at the public prosecutor's office in Bochum , at the district courts of Bochum and Herne , at the regional court in Bochum , at the higher regional court in Hamm and at the lawyer and notary Koppenberg in Herne. Parallel to these activities, Helmut Naunin received his doctorate in 1929 in Tübingen in the field of law on the subject of the occupation of the city of Duisburg by Belgian and French troops after the World War . In October 1931 he passed the major state examination. He was then appointed court assessor and worked for the Essen public prosecutor.
Activity at the provincial association
In June 1932 Naunin took up a position as a court assessor at the Westphalian provincial administration , and in October 1935 a position as a state administrative council in the department of cultural maintenance, economy and transport at the provincial association of Westphalia. In January 1938 he was promoted to the regional supervisory board. In April 1939 he was appointed regional councilor and headed the finance and economics departments. From August 1939 on, Naunin served as a soldier. During his military service he rose from sergeant to first lieutenant . He became an American prisoner of war, from which he was released in 1946 after numerous petitions from his wife. A short time after his release, he took over the post of higher administrative councilor for the province of Westphalia as head of the state office for statistics, in agreement with the British military government . Because of his membership in the NSDAP, he did not appear to be suitable for his previous position as regional councilor to the inspection committee of the Westphalian provincial administration and the inspection council of the city of Münster. The denazification process was completed in January 1949 with classification in Category V. In April 1949 he was reassigned a position as regional councilor and in November of the same year he took over the management of the finance and communal department as well as the provincial main treasury.
Creation of the regional associations and activity as the first regional councilor
Helmut Naunin played a key role in the work of the Westphalia Provincial Association in the period 1946–1954 and in the creation of the regional associations in 1953. Naunin, along with Governor Bernhard Salzmann and Provincial Councilor Karl Zuhorn , is one of the most important people in the creation of the landscape association regulations. Because of this commitment to the territorial integrity of Westphalia and the self-government of the landscape, Naunin was described in press reports as the “chief ideologist of the landscape associations”. His work, Reconstruction in Westphalia, 1945 to 1951, published in 1952, had a particular influence ; landscape self-management . After the Regional Association of Westphalia-Lippe began its activities in the tradition of the Provincial Association of Westphalia in November 1953, Naunin was elected First Regional Councilor for 12 years in March 1954, the second highest position within the administration of the Regional Association of Westphalia-Lippe. He was confirmed in office in 1965. In addition, in September 1966 he was given the duties of treasurer of the Westphalia-Lippe Regional Association. During his time as the First State Councilor, Naunin published several works on the development of Westphalia, on self-government and on the creation of the landscape associations, especially the work on the origin and meaning of the landscape association regulations in North Rhine-Westphalia .
Naunin in National Socialism
After Naunin had already been a member of the völkisch freedom movement from 1920–1922 , he joined the NSDAP in May 1933 and held the office of block leader of the Münster-Bahnhof local group. In addition, he belonged to the National Socialist People's Welfare , the National Socialist Lawyers' Association , the German Air Sports Association , the National Socialist Old Masters Association of German Students , the German Reich Association for Physical Exercise and the Reich Association of German Civil Servants .

Naunin taught at the Westphalian municipal administration and savings bank school. He was also a member of the Legal and Constitutional Committee and the Economic Policy Committee of the German Association of Cities . Naunin was administrative chairman of the Institute for Comparative Urban History in Münster, member of the committee for administration and planning of the state planning community and board member of the von Bodelschwingh institutions . In addition, he was a board member of the Freiherr-vom-Stein Society, a member of the Westphalian Heimatbund , the Sauerland Mountain Association and the Association of German City Statisticians . Within the Evangelical Church he was involved in the board of the Evangelical Hospital Johannisstift and the Deaconess Mother House in Münster.
Late years
After working for the Regional Association of Westphalia-Lippe, Naunin mainly appeared as an author for the administration of Westphalia. He continued to campaign for the preservation of the landscape associations and took an active part in the discussion on regional reform in North Rhine-Westphalia in the 1960s and 1970s through articles and lectures . He was also active on the boards of various clubs and associations. In 1990 he was awarded the Order of Merit of the State of North Rhine-Westphalia for his commitment to the regional associations.

Private
Helmut Naunin was married to Gisela Naunin, née Güldner, who holds a doctorate in law, for 67 years until his death. They had a son and two daughters together. His estate is in the LWL archive office for Westphalia .
