However, Claire has other plans and betrays her husband so as not to upset Remy Danton, who made her an offer for her Clean Water Initiative. Russo has problems with the vice-president who is accompanying him, because he does not allow him to speak during speeches and is otherwise not particularly enthusiastic about Russo's candidacy. The affair between Zoe and Frank is getting more and more complicated.

Frank has meanwhile been able to persuade the President with strategic calculation to provide the Special Investigation Commission with log data of his and the President's activities. Since the data is only transparent with regard to himself as Vice President, the Special Investigation Commission surprisingly begins to investigate in the direction of the President, although there is no connection between the relevant dates and the donation affair. Only Raymond Tusk's testimony before the committee of inquiry can provide discharge for both the President and Frank. Both try to assert their influence on Tusk, whereby Frank is considered a likely loser due to the history of Tusk. For the first time, Frank fears losing everything, especially his freedom. Frank plays one last trump card in the direction of the president and puts everything on one card.

After Tusk surprisingly incriminated the president before the committee of inquiry, the president had no other option but to resign immediately. Frank's plan worked out in the end and he was sworn in as the next President of the United States of America without new elections due to the succession plan.

Doug Stamper struggles to recover from his serious injury after Rachel's attack. Remy Danton has meanwhile taken over Doug's post as Underwood's chief of staff. Frank, who has now been in office as the new President of the United States for 6 months, pardons his predecessor Walker so that he does not have to face the committee of inquiry. This and his unexplained involvement in the donation affair made Frank's popularity decline among the population and among his political opponents, but also within his own party and government. To increase his popularity, Frank is launching a new, extensive economic stimulus program. Meanwhile, Claire is thinking long-term beyond her husband's presidency and is seeking a nomination as US ambassador to the UN. To do this, she asked Senator Mendoza, a potential Republican challenger for the 2016 presidency, to support her. He agrees not to actively hinder them at least.

Claire also gets a surprising headwind in her quest for a job as an ambassador. From Senator Mendoza of all people. Despite all efforts after a fatal appearance for her application to the Senate, she does not succeed in being elected ambassador. Meanwhile, Frank is considering setting up his election campaign in 2016 without the party leadership and begins his first activities for his election as president. Remy Danton also helps Frank by trying to negotiate a deal with Jackie, a member of the party leadership. But instead of continuing the steps, Frank persuades the party leadership to support his controversial “America Works” program for full employment in return for his renouncement of the 2016 candidacy. Shortly afterwards, he announced his program in a media-effective manner and at the same time publicly renounced his 2016 candidacy. Frank has Russian President Petrov as a guest in the White House. In short, but tough, face-to-face negotiations alongside the official events, he would like to persuade the Russian President to agree to a peace mission in the Middle East.

At a joint dinner there is initially a scandal between President Petrov and invited guests of the Pussy Riot and later in the evening there is an affront between Petrov, Claire and Frank, with Frank losing face. He realizes that Petrov is testing his limits. Doug Stamper, meanwhile, continues to recover from his injuries and feels increasingly excluded; He turns down a lucrative job offer because he sees it as fabricated by the president in order to get rid of him. He keeps trying to find Rachel and makes a deal to do so. In the meantime, Petrov comes out in a final confidential conversation with the language and demands from Frank the complete dismantling of the missile shield in Europe, in return he would agree to a peace mission in the Middle East. Meanwhile, Claire had a convivial conversation with Foreign Minister Catherine Durant, together they forge a plan to initiate a peace mission in the Middle East without a possible veto by Russia. Finally, Frank takes the side of Claire and Catherine and offends the Russian President at a closing press conference by publicly appreciating the work of Pussy Riot and opposing him.

Frank is subject to the burdens of office as President of the United States. In particular, the fate of an uninvolved third party in a drone attack is very close to him. Distracted by the emotional strain, he realizes too late that his party's top leadership is gradually focusing on Heather Dunbar, former special investigator of the committee of inquiry, about the 2016 presidential election. To take her out of the running as a potential candidate, he offers her the successor to a place in the US Supreme Court, which she spontaneously accepts. When the outgoing judge reverses his decision to step down for health reasons, Heather Dunbar spontaneously declares her candidacy for the 2016 presidential nomination, which throws Frank into great self-doubt about his ability. Even his wife, busy with tactical moves in the UN Security Council, can hardly help him.

Doug Stamper is currently looking for the whereabouts of Rachel with the help of the hacker, who is now serving a suspended sentence with the FBI, and realizes that his means are insufficient. President Underwood puts all his energy into his America Works program. He goes so far that he, in collaboration with the mayor of Columbia District, has Washington declared a state of emergency in order to obtain funding from the homeland security program. This calls Congress across party lines on the scene, and the initiation of a possible impeachment proceedings is announced. The homeland security officer is also against the release of the funds, so that he passes explosive information to the press, which Frank's possible opponent, Heather Dunbar, plays into the cards.

Claire Underwood meanwhile has to do the toughest diplomatic work against the Russian government in the UN Security Council in order to get her UN resolution through. After all, she needs the help of her husband one more time, who is helping her with a presidential decree on the stationing of troops. Doug Stamper recommends Heather Dunbar with initial advice and expands her staff. He also makes it clear to her that he is the man for the work behind the scenes by letting her in on a secret about the presidential couple. Heather hires Doug, but still doubts his real motives.

Frank and Claire travel to Russia at Petrov's invitation, on the one hand to discuss the deadlocked peace mission for the Middle East and, on the other hand, to free an American arrested in Russia who is in prison there for his public criticism of the Russian homosexual law.

While Frank is negotiating with Petrov about the Middle East and both achieve results quickly, Claire tries to convince the captured American to make a statement for his release, which the latter refuses. Despite all of Frank's attempts to defuse the situation and humiliate himself for achieving the goal, the situation eventually slips away due to the suicide of the American prisoner. Claire, Frank and Petrov first prepare a joint statement, which, however, is not adhered to during Claire's public appearance. To Frank's horror, she publicly denounces Petrov's policies. On the return flight from Russia to America, there is a scandal between Claire and Frank. Doug Stamper is now making headway in his recovery and is seeing initial success for Heather Dunbar. His FBI informer also takes a decisive step in the search for Rachel.

After the debacle in Russia, Claire and Frank get into a serious relationship crisis. Both apparently realize how much they have grown apart and are pursuing different goals. A hurricane is heading for the east coast of the USA. Since Frank has withdrawn funds from the emergency aid budget for his America Works program, which has been controversial in political circles but has gradually got off to a successful start, he now has insufficient financial resources. The party leaders of the Republicans and Democrats promise Frank more than the necessary funds, in return, however, Frank is supposed to end his America Works program.

Doug Stamper now arranges that Heather Dunbar reunites with her opponent Jackie Sharp. Both interrupt their election campaign and want to join the relief teams for the storm victims. For the first time, Doug also informs Seth, who is supposed to inform the president about this secret agreement. Meanwhile, Claire was finally able to get her resolution through in the UN Security Council. The foreign policy success, however, fizzled out in view of the impending catastrophe. Shortly before the hurricane hits the east coast, Frank signs the law in order to free up the necessary funds for disaster control. Contrary to most forecasts, however, the hurricane turns just before it hits the east coast. Frank is still trying to stop the law, but it's too late. His America Works program is canceled. This gave Frank the decisive idea to apply for the presidency in 2016 after all, with America Works as his election campaign program.

An attack has been carried out on Russian soldiers on the joint peacekeeping mission in the Middle East, which has set in motion a battle of strength between the USA and Russia at the diplomatic level.

Doug Stamper learns from his contact with the FBI that Rachel is alleged to have died and falls into a life crisis. He gives himself back to alcohol.

The peace mission in the Middle East has failed. In order not to end up with a foreign policy defeat in the ongoing election campaign for the presidency in 2016, Frank seeks talks with Petrov to break up the peace mission. Both meet in the Russian-controlled zone in the Middle East under the most stringent security conditions and have a one-on-one conversation about the conditions of the withdrawal. Frank has to realize that the Russians have played the wrong game and that he will now have to make a difficult decision at the expense of his relationship if he does not want to be left with a foreign policy defeat.

Doug Stamper is recovering from his relapse into alcohol addiction, thanks in part to support from his brother and his family.

Jackie Sharp, President Frank Underwood and Heather Dunbar face the electorate as possible presidential candidates for the Democratic Party for the first time in a live televised debate. Jackie Sharp, as she is already in third place in the polls, made an arrangement with Frank in advance. For the vice presidency, she attacks Heather and leads a character debate, which both candidates require approval and Frank emerges as the winner of the debate. Surprisingly, Frank also takes a stand against Jackie in the debate to clarify the positions and the hierarchy. Jackie is so upset about this that afterwards, just as surprising for Frank, she withdraws her candidacy, but then asks for support for Heather Dunbar.

With Jackie Sharp's retirement, Remy Danton, who still has a secret relationship with Jackie Sharp, surprisingly resigns from his position as Chief of Staff of the President and is now supporting Heather Dunbar's campaign team.

After resigning as UN ambassador, Claire appears increasingly in the election campaign and gives her husband Frank important points. In order not to fall behind, Heather Dunbar's campaign team searches for vulnerabilities in Claire, but cannot find anything. Heather therefore contacts Doug Stamper, who keeps a diary that contains an entry about Claire's abortion. Heather threatens Frank to publish this if he doesn't retire as a presidential candidate. Claire is very worried about this news, the rift with Frank deepens here, the two are becoming increasingly distant from each other. Meanwhile, Doug Stamper is cited as President for the possible transfer of Claire's abortion diary to Heather Dunbar. Doug presents the diary surprisingly and thus proves his loyalty. Frank immediately hires Doug Stamper as chief of staff. He uses his new opportunities immediately to look for his FBI contact, as he has only faked Rachel's death to escape the dependence on Doug Stamper.

Plagued by self-doubt, Doug has to decide whether to kill Rachel or let her move on to her new life. Meanwhile, Frank Underwood and Heather Dunbar are fighting for the primary in Iowa, both of them are head to head. Claire gets deeper and deeper into her life crisis during the election campaign tour and is psychologically overrun by her self-doubt.
