Howard E. Armstrong
Howard E. Armstrong (born April 19, 1903 in Bennington , Vermont , † October 7, 1983 in Montpelier , Vermont) was an American lawyer and politician who was Secretary of State of Vermont from 1949 to 1965 .
Life
Howard E. Armstrong was born to Marcus Page Armstrong (1864-1928) and Alice Cordes Armstrong (1868-1953) in Bennington, Vermont. He studied law at the University of Vermont and was admitted to the bar in 1926. He was Deputy Clerk of the House of Representatives from Vermont in 1925 and Clerk of the House of Representatives from 1927 to 1933. Under Governor Charles Manley Smith he was Secretary of State for Civil and Military Affairs in 1935 and Commissioner for Industry from 1936. From 1939 to 1949 he was also Commissioner for Industrial Relations.
Armstrong was a member of the Vermont sister party of the Republican Party and was elected Secretary of State eight times from 1949 to 1965. He lost the 1964 election to Democrat Harry H. Cooley .
He was a member of the Congregational Church.
Howard Armstrong died in Montpelier on October 7, 1983. Armstrong was cremated. It is not known where his grave is located.
