The accommodation facility for people obliged to leave the country in Büren is a special facility for detention pending deportation , run by the Detmold district government in the department of the Ministry for Children, Family, Refugees and Integration of the State of North Rhine-Westphalia . Your task is to keep foreigners in custody and take care of them to secure deportation . It is located in a forest area about eight kilometers outside the city of Büren in the Paderborn district . Until May 3, 2015 it was a correctional facility . At the end of this day the prison was closed. On May 15, 2015, today's accommodation facility started operations in the premises of the former prison.

history

The JVA Büren was in the former 1994 NATO - barracks mackerel Busch furnished. There were 384 places for detainees to be deported and 131 places for criminal detention. This made it the largest detention center in Western Europe. The construction costs were around 18 million euros.

In addition to detention pending deportation, the JVA Büren was responsible for the execution of imprisonment for less than three months as well as substitute imprisonment (for men).

About 155 employees worked in the prison, 95 of them as prison staff, including a doctor, two pastors, a social worker, a social worker, a psychologist, 18 administrative staff and 60 employees of the private security service of the Kötter group of companies . The JVA Büren was one of the first prisons in Germany in which a large part of the staff was provided by a private security service.

After a ruling by the Federal Court of Justice , which prohibits deportation detention in prisons, the detainees detained in Büren at the time were transferred to deportation detention in Berlin on July 26, 2014.

When the former JVA Büren was converted into an accommodation facility, it was transferred to the former Ministry of the Interior and Municipalities of the State of North Rhine-Westphalia . Since the state elections in 2017, the Ministry for Children, Family, Refugees and Integration of the State of North Rhine-Westphalia has been responsible. The conditions of detention are less strict than in prison. There are daily visiting hours from 9 a.m. to 7 p.m. The inmates are locked in their cells during the night from 10 p.m. to 2 p.m. (as of 2018).

In the immediate vicinity of the UfA, also on the former barracks area, there has been an initial reception facility for refugees since December 20, 2015, which offered space for up to 825 people. In mid-April 2016, 550 refugees were housed there. The facility consisted of 15 lightweight halls. The former factory hall of the prison served as a food outlet. The reception center was closed again in December 2016.

Deaths

In July 1998, a 33-year-old Sri Lankan man was strangled at night in his cell by a compatriot. On August 30, 1999, a prisoner died of smoke inhalation . He had started a fire in the cell that he could no longer control himself. Although the alarm went off, any help for the prisoner came too late. In September 2004 a prisoner died of a pulmonary embolism .

Jurisdiction, places and duration of detention

The UfA accommodates male deportation detainees from all over North Rhine-Westphalia who are at risk of trying to evade deportation. The institution offers space for 140 deportation detainees (as of January 9, 2017). While the existing prison places were 94% occupied in October 2015, the occupancy was still 75% in February 2016. The average length of detention is 21 days (as of 2016).

Protests

Since it opened in 1994 there have been protests against the Büren prison. The demonstrations , which initially took place annually, brought up to 1,500 people onto the streets demanding that the institution be closed and deportation custody abolished. The “Büren demo” usually takes place annually, most recently on August 31, 2019. The demonstration on September 2, 2007 initiated what was known as a hunger strike protest by an initial 60 detainees. The protest demanded the release of all prisoners. However, the prisoners only waived their lunch meal. The demonstrations are organized by the “Büren Group Paderborn” in cooperation with a nationwide alliance.

Help and support for the prisoners

In the association Help for people in custody for deportation in Büren , people have come together since 1994 who are committed to preventing custody from being deported and who provide practical help by visiting and supporting prisoners . Here the association members sought direct contact with the prisoners and took care of their problems. The association received the Aachen Peace Prize on September 1, 2006 .
