Jakob Feller

Jakob Feller (born December 19, 1917 in St. Wendel ; † July 30, 2015 in Saarbrücken ) was a German politician ( CVP , CDU ). From 1952 to 1975 he was a member of the Saarland State Parliament and from 1974 to 1982 mayor of the city of St. Wendel.

Life

His father, who had the same name as him, was a co-founder of the local SPD in St. Wendel. After attending elementary school and graduating from high school in St. Wendel in 1937, Feller did Reich labor service . He joined the Wehrmacht in November 1937 and was assigned to Panzer Jäger Department 36 . As a professional soldier , he received further training at the Army Administration School in Munich. From 1941 he worked as a civil servant in the higher service at a department of the army administration. From 1943 to 1944 he took part in World War II as an active soldier , most recently as a lieutenant in the reserve . In October 1944 he was seriously wounded and taken prisoner of war, from which he returned in 1945.

From 1945 he worked as a civil servant in the St. Wendel city administration. In 1947, Feller was one of the founders of the Association of War Disabled and War Survivors of the Saarland (VdKdS), which was later renamed the Social Association VdK . He was politically active after the end of the war and was elected to the Saarland state parliament as a member of the CVP in the state elections in November 1952 . After the referendum of October 23, 1955 , he was able to defend his mandate in the state elections in December 1955 . After joining the CDU on February 11, 1957, he also joined the CDU parliamentary group.

In the following state elections in 1960 , 1965 and 1970 he was elected for the CDU in the state parliament, to which he belonged until the end of the sixth legislative period. In parliament he was chairman of the CDU parliamentary group from July 19, 1965 to July 10, 1970, from November 6, 1974 to July 13, 1975, second vice-president of the state parliament and until 1975 chairman of the budget and finance committee. In 1966 he was awarded the Cross of Merit 1st Class of the Federal Republic of Germany.

Feller was the head of the office of St. Wendel-Land. From July 12, 1974 until his retirement on December 31, 1982 he was mayor of St. Wendel. He also acted as President of the Saarland City and Community Day . On July 10, 1975, he was awarded the Saarland Order of Merit . His successor in the office of mayor was Klaus Bouillon .

As mayor, like his successor and predecessor Franz Gräff, Feller was an advocate of the philosophy of area renovation as part of urban development, which was widespread at the time . During his tenure, a number of historically and town-planning important buildings in the St. Wendel town center were demolished in order to be replaced by modern functional buildings. As a result, the originally very well-preserved cityscape in the core area was significantly impaired. The central square of the city, Schlossplatz, was particularly affected by the renovation. There, the entire old house front was torn down on the north side and replaced by modern buildings, which caused a considerable loss of authenticity of the square.

Feller was known for his thrift. On the one hand, this led to a considerable investment backlog in public measures in the city, and on the other hand, the financial reserves of the municipality grew to an unacceptable level. It was only after Feller left the mayor's office (1982) that the accumulated financial resources were channeled into municipal investments.

In addition to his political work, he was involved in the St. Wendels Kolping family , of which he was vice-president until 1980. After resigning from his office, he was renamed "Chairman". Feller became honorary chairman and received the Medal of Merit of Catholic Adult Education and the Badge of Honor of the Kolping Diocesan Association of Trier for his services to the Kolping Society .
