After the presidential election on April 21, 2019, which the political newcomer Volodymyr Zelenskyi won, he dissolved parliament during his inaugural speech in the Verkhovna Rada on May 20, 2019, which led to early elections on July 21, 2019, which led to the party of President sluha narodu ( servants of the people won) with absolute majority. At the first session of the newly elected parliament on August 29, 2019, the Prime Minister proposed by Zelenskyi, Oleksiy Honcharuk, and the proposed ministers were confirmed by parliamentary elections. Only two ministers were taken over from the previous government: Arsen Avakov , who has been Minister of the Interior since February 2014, and Oksana Markarova , who has headed the Ministry of Finance since November 2018.
The previous Hroysman cabinet consisted of 25 ministers. The Verkhovna Rada appointed 17 people to the new government. The new cabinet will consist of 15 instead of 19 ministries. The Ministry of Agriculture and Energy were incorporated into the Ministry of Economy and the Ministry of Veterans Affairs was merged with the Ministry of Occupied Territories. The Ministry of Culture, the Ministry of Information and the Ministry of Youth were also merged into the Ministry of Culture, Youth and Sport. A new ministry for digital transformation was created.
