Harry S. Truman assumed the office of President of the United States on April 12, 1945, succeeding the late Franklin D. Roosevelt . Truman had only become its vice-president just under three months earlier . Contrary to many predictions, the Democrat retained his post after the 1948 presidential election .

During Harry Truman's presidency, the Navy Department was transformed into a sub-agency of the newly created Department of Defense ; This status was also given to the Army Office as the successor to the War Ministry . From then on, only the Minister of Defense still had cabinet rank.

Most of the ministers taken over by President Roosevelt were no longer in office in 1946. Only James V. Forrestal , Minister of the Navy since 1944, was not taken into account in the cabinet reshuffle. He then also took over the newly created post of Minister of Defense.
