Hoover Cabinet
Herbert Hoover , who was elected President of the United States in 1928 , was one of the few incumbents who had previously served as minister in a US cabinet . He served as Secretary of Commerce under his predecessor Calvin Coolidge . His presidency was determined by the Great Depression , which ultimately contributed decisively to his defeat against the Democrat Franklin D. Roosevelt in 1932 .
Hoover took over two incumbents from the Coolidge cabinet . Treasury Secretary Andrew W. Mellon remained in his post until 1932, and Labor Secretary James J. Davis until 1930. Secretary of State Henry L. Stimson was Secretary of War in the Taft Cabinet from 1911 to 1913 .
During Hoover's four-year tenure, there were four personnel changes at the top of the ministries. War Minister James William Good died the same year he took office.
