Ilona Kickbusch

Ilona Kickbusch (born August 27, 1948 in Munich ) is recognized worldwide for her contribution to health promotion and global health. Since 2008 she has headed the Global Health Program (Program de santé mondiale ) at the University Institute for International Studies and Development ( Institut de hautes études internationales et du développement , IHEID) in Geneva .

education

Ilona Kickbusch grew up in Munich and later in Chennai , an Indian state, where her father worked as a diplomat. She graduated from the University of Konstanz and received her PhD in Political Science in 1981 . During her postgraduate studies she was supported by a scholarship from the Friedrich Ebert Foundation .

career

Kickbusch contributed to the earliest academic studies on consumer-centered health care, women's health, and self-help movements. After joining the World Health Organization in 1981 , she was selected to lead the global health promotion program and until 1998 held several high-level regional, national and international positions within WHO. She led the design of the Ottawa Charter on Health Promotion (1986), a foundational document in the field of public health, and the World Conference on Health Promotion that followed the Ottawa Charter. She also initiated the first WHO comparative study on women's health in Europe, Women's Health Counts .

Between 1998 and 2004 she directed the newly established Global Health Program at the Yale School of Public Health at Yale University . After her return to Europe in 2005 she was appointed President of the World Demographic & Aging Forum in St. Gallen , in 2008 Director of the global health program at IHEID, and in 2009 President of Global Health Europe .

In 1999, Kickbusch was the federal government's candidate for the position of Regional Director of WHO Europe; the position went to Marc Danzon instead.

She then worked on the management of the Careum Foundation in Zurich, since 2008 as a member of the board of trustees. She regularly teaches at several universities, including the University of St. Gallen (HSG).

In 2017, Kickbusch and David L. Heymann from Chatham House ran a health crisis simulation at the meeting of G20 health ministers in Berlin. In 2018, WHO Director General Tedros Adhanom appointed her to the Independent High-level Commission on non-communicable diseases (NDCs), which was co-chaired by President Tabaré Vázquez of Uruguay, President Maithripala Sirisena of Sri Lanka, President Sauli Niinistö of Finland, Weronika Skvorzova , Minister of Health of the Russian Federation; and Sania Nishtar, former Federal Minister of Pakistan. She has also been a member of the Global Preparedness Monitoring Board (GPMB) of the World Bank and the WHO since 2018, under the joint chairmanship of Elhadj As Sy, Secretary General of the IFRC and Gro Harlem Brundtland .

Research and Health Policy

Ilona Kickbusch works as a consultant in various areas, both in the private sector and with organizations and government agencies. As a member of numerous advisory boards at national, European and international level, she is active in the field of health policy and strategies. She has published extensively in these areas and has received numerous awards for her contributions over the course of her career. As a leader in the field of public health, she relies on global responsibility, performance and the Health in All Policies (HiAP) approach. It is seen as a driver of some important public health developments.

Health Promotion - Health Society

Ilona Kickbusch made a career in the World Health Organization, both regionally, nationally and internationally. She also participated in drafting the Bangkok Charter for Health Promotion in a Globalized World in 2005 and was a member of the 2011 Advisory Group to the World Conference on Social Determinants of Health.

She founded the magazine "Health Promotion International" at Oxford University Press , where she is editor-in-chief to this day.

She participates in the development of implementation strategies (for example by helping to shape the Swiss law on health promotion and disease prevention) and in developing the theoretical basis for health promotion. In this area, Ilona Kickbusch developed the concept of the "health society" and examined the connections between health and the modern world as well as innovative approaches to health management on a national and international level. She was the lead author of white papers on "The challenges of addiction (The challenges of addiction) and" The food system: a prism of present and future challenges for health promotion and sustainable development (The Food System: A prism of present and future challenges for health promotion and sustainable development). She wrote a glossary on "Learning for well-being".

Health in All Policies - Governance for Health - Health Innovations

At the invitation of the Prime Minister of South Australia, she was named "Thinker in Residence" in Adelaide in 2007 for the section "Healthy Societies". During her stay, she developed a Health Lens approach to the concept of Health in All Policies , which was then implemented in South Australia. She has published numerous books and advised on Health in All Policies and is one of the world's leaders in this field. She continues to be involved in many practical projects related to Health in All Policies .

She carried out a study on Governance for Health for the WHO European Regional Office, one of the key studies on which the new European health policy is based: Health 2020. She participated in the planning of the 2013 Global Conference on Health Promotion, the main theme of which was Health in All Policies and which also explored the social determinants of health.

The setting approach - demography and gender

Ilona Kickbusch developed the setting approach in health promotion and programs such as healthy cities, health promoting schools and hospitals, healthy workplaces and health in prisons. Many of these networks are now international and appear to be a sustainable approach to public health action. She also initiated the Study on the Behavior of School-Age Children and Their Relationship to Health: the Study on the Health Behavior of School-Age Children, which has since been recognized as a benchmark for measuring the health of children and adolescents.

At WHO headquarters she founded the program for healthy aging and continues to be active in this area as chair of the multidisciplinary World Demographic & Aging Forum in St. Gallen.

In addition, she has helped empower women in health and initiated the first WHO comparative study on women's health in Europe: Women's Health Counts .

Health literacy / health literacy

Ilona Kickbusch is a pioneer in developing the concept of health literacy and strengthening it through research and programs. At the initiative of the EU, the first European survey on health literacy was created in 2011 and the results presented (the second from 2019 will be presented in 2020). She is strongly committed to public participation in the healthcare sector and has contributed to the creation of the new European Network on Patient Empowerment (ENOPE). The alliances for health literacy in Switzerland and South Australia were also created on the basis of their proposals. She wrote a handbook on health literacy in German and a lead publication for the WHO.

Global Health Governance

During her years at Yale University, she led the Global Health Department, one of the first programs of its kind. She was instrumental in shaping the global health field and, in particular, in analyzing its governance. She was also the director of a Fulbright program called Health in a Borderless World . (Health in a Boundless World). Ilona Kickbusch is considered one of the thought leaders in this area, as she made a significant contribution to global health administration at the WHO and in projects such as the creation of a C-Committee at the World Health Assembly .

She has also contributed to the global health policy of the European Union as well as to the innovative Swiss health policy. She also formed the Global Health Europe think tank with the aim of strengthening Europe's place in global health.

Diplomacy in Global Health

Ilona Kickbusch is a pioneer in global health diplomacy and, with support from the Rockefeller Foundation, has developed an approach to executive education. The training for innovative courses takes place regularly in Geneva and was also carried out in cooperation with local partners in China, Indonesia, Kenya, the USA and Canada. She has written numerous publications on the subject, including a textbook and the broader subject of global health and foreign policy. She is a member of numerous networks, including the Global Health Diplomacy Network (GHD-NET).

She is currently the editor of Tom Novotny's Global Health Diplomacy book series, published by World Scientific .
