The original constituency was the constituency Wittenberg I with the number 21 at the time, which in 1990 included the then still independent communities of Ateritz, Eutzsch, Kemberg, Meuro, Pratau, Rackith, Reinharz, Reinsberg, Bad Schmiedeberg, Seegrehna of the then still existing Wittenberg district and the city of Wittenberg itself included. This constituency only existed in 1990, there was also the constituency Wittenberg II - Jessen . In the state elections in 1994 there was only the constituency of Wittenberg.
