On May 6, 1990, the first free local elections took place in the GDR . On May 17, 1990, the district was renamed the Wittenberg district. The state of Saxony-Anhalt was reestablished on October 14, 1990, the day of the state elections, through the state introduction law of 1990. The districts of Halle and Magdeburg (excluding the district of Artern ) were merged. The Jessen district (Cottbus district) became part of Saxony-Anhalt. The social reorganization created a new administrative structure. By 1991, the number of municipalities was reduced by further incorporations in the district of Wittenberg to 28. The district of Wittenberg had a size of 609 square kilometers and had a population of 89,146 (1991), as a result 146 inhabitants per square kilometer. It extended 40 km in north-south direction and 21 km in east-west direction. As part of the first district reform, the districts of Wittenberg, Jessen and the majority of the municipalities in the district of Graefenhainichen were merged into the new district of Wittenberg on July 1, 1994 .
