Michelle Janine Howard (born April 30, 1960 in Riverside County , California ) was an admiral in the United States Navy (USN). From June 7, 2016 to October 26, 2017, she was in command of the US Naval Forces Europe (USNAVEUR), the US Naval Forces Africa (USNAVAF) and the Allied Joint Force Command Naples (JFC Naples); previously she served from July 1, 2014 on as Deputy Chief of Staff for Naval Operations (English. Vice Chief of Naval Operations, VCNO ).

Howard was the first woman to hold the rank of admiral in the USN and the first African-American woman to command a ship in the US Navy ( USS Rushmore ).

Education and career

Howard was in 1960 as a daughter of a warrant officer of the US Air Force at the March Air Reserve Base born in Riverside County, California, and attended until 1978, the High School in Aurora , Colorado ; In 1982 she graduated from the United States Naval Academy in Annapolis , Maryland .

In 1990 she took part in the Second Gulf War as chief engineer of the USS Mount Hood .

On March 12, 1999, she took command of the USS Rushmore .

Service as flag officer

From January 2007 to January 2009, Howard was Advisor to the Secretary of the Navy, and in that capacity was promoted to Flotilla Admiral in September 2007 . She then served under promotion to Rear Admiral from August 2010 to July 2012 as Chief of Staff to the Director of Strategic Plans and Policy (J-5) on the United General Staff .

From August 2012 to July 2013, she served with the rank of Vice Admiral, first as Deputy Commander in Chief of the US Fleet Forces Command in Norfolk , Virginia , then as Deputy Chief of Staff for Naval Operations in the Operations, Plans and Strategy (N3 / N5) division of the Pentagon .

On December 13, 2013, US President Barack Obama nominated Howard to succeed Mark E. Ferguson , who in turn assumed command of US Naval Forces Europe (NAVEUR), as deputy chief of staff for naval operations. The US Senate confirmed the nomination just a week later. Howard took up the position on July 1, 2014; as part of the transfer of command, she was promoted to admiral.

From June 7, 2016, Howard was in command of the US Naval Forces Europe (USNAVEUR), the US Naval Forces Africa (USNAVAF) and the Allied Joint Force Command Naples (JFC Naples). In this position she was in turn the successor to Mark Ferguson, who retired in 2016.

On October 26, 2017, Howard passed command to Admiral James G. Foggo III. and retired.

In February 2013. Howard was with that of the civil rights organization National Association for the Advancement of Colored People (NAACP) awarded the NAACP Chairman's Award awarded.
