Oftering is a municipality in Upper Austria in the Linz-Land district in the central area with 2110 inhabitants (as of January 1, 2020). The responsible judicial district is the judicial district of Traun .

geography

Oftering lies at an altitude of 316 m in the central area. The extension is from north to south 5.5 km, from west to east 3.9 km. The total area is 13.5 km². 7.4% of the area is forested, 80.7% of the area is used for agriculture.

Up to and including 2005 there were no street names in the entire municipality of Oftering. The houses were simply numbered according to the localities. However, since this system reached its sensible limits due to the brisk construction activity in Oftering, it was decided to introduce street names. The new street names and house numbers have been in effect since January 1, 2006.

Official description of the municipal coat of arms : In green above a gold ring, a silver crowned owl ready to fly. The community colors are red-yellow-red.

The owl is the heraldic animal of the last counts, the Kauthen family, who were owners of the former Freiling moated castle , which was almost completely burned down in 1862, from 1669 to 1768 . The ring symbolizes the unity of the community and can also be seen as the initial letter of the place name. The green base color of the sign designates Oftering as a municipality with an above-average proportion of arable and grassland with 91% of the agricultural production area.

history

Originally located in the eastern part of the Duchy of Bavaria, the place belonged to the Duchy of Austria since the 12th century. Since 1490 it has been assigned to the Principality of Austria ob der Enns .

During the Napoleonic Wars , the place was occupied several times. Since 1814 the place has finally belonged to Austria ob der Enns and since 1918 to the federal state of Upper Austria.

On April 10, 1934, there was a railway attack on the Ostend-Wien-Express (D-Zug 117) near Oftering, as a result of which a railway worker died and numerous people were seriously injured. The two perpetrators were arrested two years later, sentenced to death and executed in Linz in 1937.

After Austria was " annexed " to the German Reich on March 13, 1938, the place belonged to the Gau Oberdonau . After 1945 the restoration of Upper Austria took place.

Population structure

In 2013, 1,962 people lived in the municipality of Oftering, making Oftering the seventh smallest municipality of the 22 municipalities in the district. At the end of 2001 97.1 percent of the population were Austrian citizens (Upper Austria 92.8 percent, Linz-Land district 91.4 percent), by the beginning of 2013 the value had fallen slightly to 95.7 percent (Upper Austria 91.1 percent, Linz district -Land 89.0 percent). A total of 85 foreigners were counted in the municipality in 2013, 94 percent of whom came from Europe. The largest contingent was made up of people with citizenship from the former Yugoslavia (excluding Slovenia), who alone made up 41 percent of all foreigners. In 2001, 68.3 percent of the population committed to the Roman Catholic Church (Upper Austria: 79.4 percent), 21.5 percent were Protestant, 8.3 percent without confession and 1.2 percent of Islamic faith.

The average age of the community population in 2001 was slightly above the national average. 16.2 percent of the inhabitants of Oftering were younger than 15 years (Upper Austria: 18.8 percent), 61. percent between 15 and 59 years old (Upper Austria: 61.6 percent). The proportion of residents over 59 years of age was 19.6 percent, just below the national average of 20.2 percent. As a result, the average age of the population of Oftering changed, especially in the middle and older segment. The proportion of people under the age of 15 rose slightly to 16.4 percent as of January 1, 2013, while the proportion of people between the ages of 15 and 59 increased significantly to 67.7 percent. By contrast, the proportion of people over 59 years of age fell to 15.9 percent. According to their marital status, in 2001 40.0 percent of the residents of Oftering were single, 50.2 percent married, 6.3 percent widowed and 3.6 percent divorced.

Population development

The community of Oftering recorded hardly any change in population between the late 19th century and the 1930s, with the population trend lagging slightly behind that of the state and that of the Linz-Land district. After the population of the community had initially decreased slightly after 1869, it stagnated for a long time and in 1923 was again in the range of the initial value of 1869. As a result, there was a population growth, but this initially remained low. From the 1940s onwards the growth rates increased somewhat, with Oftering showing higher growth rates especially in the 1960s and since 1991. Nevertheless, the population growth remained far below that of the district. In the 1970s, Oftering benefited almost exclusively from its birth balance, while immigration and emigration hardly changed. After the birth and migration balance were almost even in the 1980s, Oftering has benefited from a positive birth balance and an even higher level of immigration since 1991.

Municipal council

The municipal council as the highest body of the municipality has 25 seats and is elected every six years in the course of Upper Austria-wide municipal council elections. At the same time, the mayor is determined in a direct election , whereby there is no absolute majority for a candidate in a runoff election .

Until September 27, 2015, the strongest force in community politics was always the Social Democratic Party of Austria (SPÖ), which between 1973 and 2009 was always the party with the highest number of votes and reached between 49 and 60 percent. With the exception of the 1997 municipal council elections, the SPÖ achieved an absolute majority of votes. In addition to the SPÖ, the Austrian People's Party (ÖVP) and the Freedom Party of Austria (FPÖ) have also been represented in the municipal council since 1973 . The election results of the ÖVP fluctuated between 29 and 38 percent, those of the FPÖ between 9 percent and 20 percent. Other parties did not run for the Ofteringen municipal council during these years. In the last municipal council election in 2015, the ÖVP came to 43.30 percent, the SPÖ to 43.15 percent, and the FPÖ to 13.55 percent. The municipal council consists of 11 members of the ÖVP, 11 of the SPÖ and 3 of the FPÖ.

Other options

In state elections, the SPÖ usually achieved a majority in the community. Since 1973, between 1973 and 1985, it was also able to achieve an absolute majority, after which it achieved between 48 and 45 percent of the votes. The ÖVP always came second between 1973 and 2004, with results between 33 and 38 percent. The FPÖ took third place and achieved its best result in 1997 with around 20 percent. In the last state election in 2009, the ÖVP took first place for the first time with 45.1 percent. The SPÖ only came to 31.8 percent, the FPÖ to 12.4 percent. The fourth strongest party was the Greens with 8.0 percent.

Workplaces and employees

Oftering only houses one workplace with 20 or more employees. The workplace census carried out as part of the census in 2001 in Oftering showed 47 workplaces with 177 employees (excluding agriculture), 80 percent of which were employed. The number of workplaces increased by eight (plus 34 percent) compared to 1991, and the number of employees fell by 51 people (plus 41 percent). The most important branch of the economy in 2001 was the trade with 11 workplaces and 59 employees (33 percent of the employees in Oftering). This was followed by manufacturing with eight workplaces and 28 employees, as well as public administration with one workplace with 18 employees. 50 percent of the employees in Oftering were salaried employees or civil servants, 28 percent blue-collar workers and 20% business owners. The most important employer in the community is the spice manufacturer Almi International.

Of the 1,041 economically active persons living in Oftering in 2010, only 1.7% were unemployed. Of the 1,023 people in employment, 206 were in trade and 200 in manufacturing (20 percent each), 73 in health care, 69 in public administration and 67 in education (7 percent each). Other important sectors were professional / technical services with 62 employees, agriculture and forestry with 59 employees and transport with 58 employees (6 percent each). Of the 999 employed people from Oftering (excluding residents temporarily absent from work), only 176 people were employed in Oftering in 2010. 823 had to commute to work. Of the out-commuters, 33 percent had their place of work in the Linz-Land district, 32 percent in the city of Linz and 13% in the city of Wels. The most important commuting community, however, was Ansfelden before Linz, Wels, Hörsching and Leonding. In return, 390 commuters worked in Oftering in 2010, 38 percent of whom came from the Linz-Land district and 58 percent from the rest of Upper Austria. The communities of Linz, Traun, Marchtrenk, Leonding and Hörsching were particularly important as the places of residence of the inbound commuters.

Agriculture and Forestry

In 2010, the statistics showed 39 agricultural and forestry holdings for the municipality of Oftering. These included 25 full-time businesses and 14 part-time businesses. The total number of businesses had fallen by six businesses or 13 percent compared to 1999, with both full-time and part-time businesses being lost. In 2010, the farms cultivated a total of 1,369 hectares of land, 80 percent of which was farmed by full-time farmers and 20 percent by part-time farmers.

In 1698 there was a small sacristan's house at the site of today's parish hall. At that time a one-class school was set up in which around 20 children were taught reading, writing and arithmetic. After the roof structure fell victim to a fire in 1890, the school was expanded to include three classes. After the Second World War, this school building had also become too small, so that today's school building was opened in 1949 with the support of the Province of Upper Austria. Today's elementary school has six classrooms, and there is a school kitchen in the basement of the school, in which people cook for elementary school students, kindergarten children and senior citizens (“meals on wheels”). Since 1967, the elementary school has also had a multi-purpose hall that is used as a gymnasium and is also used by the community and the Ofteringer clubs for various events. In addition to the children from the community of Oftering, children from parts of Kirchberg-Thening also attend the Ofteringer elementary school. The community of Oftering also operates a day-care center that is open all day. For the community citizens, a community library was also housed in the community office, which contains around 8,000 media.

  • In the village of Freiling there is a Marian column from 1710.
  • The Freiling moated castle , which is privately owned today, was first mentioned in 1170 in a document from Wilhering Abbey. The once mighty moated castle came into the possession of Georg Graf Kauthen in 1669. In 1682 the castle and the farm buildings burned down. The owl in the Ofteringen municipal coat of arms is still a reminder of the Kauthen family. Today's residential wing has a hipped mansard roof. The top floor of the five-story tower has a balcony with a basket-arch lattice. Outside the moat is the large farm yard, which has been partially renovated.
