The Paraguayan-Portuguese relations describe the intergovernmental relationship between Paraguay and Portugal . The countries have had direct diplomatic relations since 1846.

The bilateral relations are considered to be problem-free and good, although not yet very intensive. So far, they have been characterized by little bilateral trade, which is seen as promising for the future, and partnership in international organizations such as the Ibero-American Summit or the Latin Union . Portugal's support for Paraguayan positions in the negotiations between Mercosur and the EU should be mentioned in particular.

At the meeting of the foreign ministers of both countries in Lisbon on October 21, 2016, they declared their intention to intensify friendly relations and develop them economically. At the same time, a first cooperation agreement on internal security was concluded, which includes in particular the areas of preventing and fighting crime, border security and civil protection .

In 2014, 41 citizens were registered in the Portuguese consulate in Paraguay, while 92 citizens of Paraguay were registered in Portugal in 2015.

Despite the Portuguese-Spanish treaty of Tordesillas , a large number of Portuguese traders, craftsmen, mercenaries and artists tried their luck in the parts of South America assigned to Spain, including today's Paraguay, which also borders the Portuguese colony of Brazil.

From the 16th century onwards, Portuguese were also active in what is today Paraguay, especially craftsmen and missionaries who came here from neighboring Brazil . For example , the silversmith Henrique Vaz, who came from the Portuguese Silves , became known in Asunción in 1613 .

In February 1846, the Portuguese chargé d' affaires and consul general with official seat in the Argentine capital Buenos Aires accredited himself as Portugal's first ambassador to Paraguay.

On November 9, 1878, the two countries signed a friendship, trade and shipping agreement, but this was not ratified .

On October 19, 1957, Portugal set up a Legação de 2ª Classe in Asunción, a representation without embassy rank . The representation was later replaced by an honorary consulate .

Since the 2000s, the traditionally rather weak relationship began to deepen, especially in connection with the first Portuguese investments in the growing economy of Paraguay and the negotiations between Mercosur and the European Union, in which Portugal also showed understanding for positions in the Paraguayan interests .

After a cooperation agreement in the fields of education, science, culture, youth and sport and a first visa agreement (both on November 25, 1999), a cooperation agreement in the fight against drug-related crime followed on September 3, 2001, and one in the field on October 22, 2010 Tourism.

diplomacy

Portugal does not yet have its own embassy in Asunción, the administrative district of the Portuguese embassy in Argentina also includes Paraguay. The Portuguese honorary consulate in the capital Asuncion is the only Portuguese representation in Paraguay.

Paraguay has an embassy in the Portuguese capital Lisbon, at Rua Alexandre Herculano number 17. There is also a Paraguayan consulate in Porto .

economy

In 2015, Portugal exported goods worth 5.35 million euros to Paraguay (2014: 14.56 million; 2013: 14.22 million; 2012: 13.76 million; 2011: 14.39 million) , of which 32.3% machines and devices, 27.4% ores and minerals, 10.6% vehicles and vehicle parts and 16.0% paper and cellulose.

In the same period, Paraguay delivered goods worth EUR 65.47 million to Portugal (2014: 21.77 million; 2013: 44.96 million; 2012: 38.13 million; 2011: 66.83 million) , of which 97.9% agricultural products, 1.5% leather and hides and 0.6% wood.

In 2015, Paraguay ranked 118th as a buyer and 57th as a supplier for Portuguese foreign trade. In Paraguay's foreign trade, Portugal ranks 23rd among buyers and 31st among suppliers.

Sports

The Paraguayan national soccer team and the Portuguese selection have only played against each other once (as of February 2017). At the friendly on June 6, 2003 in Braga , Portugal , they separated 0-0.

The Paraguayan women's national team and the Portuguese women's national team have not yet met (as of February 2017).

Paraguayan football players occasionally appear for Portuguese clubs, such as Antolín Alcaraz at SC Beira-Mar , Diego Figueredo at Boavista Porto , Juan Iturbe at FC Porto , or Carlos Humberto Paredes , who first played for FC Porto and later for Sporting Lisbon . Also Iván Piris played for Sporting Lisbon. Paraguayans have played particularly often at Benfica Lisbon , including Óscar Cardozo , Carlos Gamarra and Derlis González .
