General election in Greece 2019
The parliamentary elections in Greece in 2019 took place on July 7, 2019. As a result, Prime Minister Alexis Tsipras was replaced by Kyriakos Mitsotakis .
Electoral system
All Greek citizens who were at least 17 years old in the year of the election were eligible to vote . Formally, there was a compulsory election , compliance was not checked.
The election was held with a reinforced proportional representation system . A total of 300 MPs were elected; including 288 MPs in 56 electoral districts, which are combined into 13 larger electoral districts, and twelve MPs on a state list. In the allocation of seats, the strongest party receives an allowance of 50 seats, the remaining 250 seats are allocated proportionally. For the 56 electoral districts, the distribution of seats is first based on the Hagenbach-Bischoff procedure and the remaining seats are then allocated using the Hare-Niemeyer procedure . A 3 percent threshold clause has existed since 1993 for entry into parliament .
An electoral reform passed in 2016, after which the majority bonus of 50 seats will be abolished and all seats will be distributed proportionally, did not yet apply to this election. Changes to the electoral law only apply from the next but one election if they are not approved by two thirds of the MPs. The two-thirds majority was missed.
Starting position
In the early parliamentary elections in September 2015 , the left-wing party Synaspismos Rizospastikis Aristeras (SYRIZA) of Prime Minister Alexis Tsipras, who ruled from January 2015 to August 2015, remained the strongest party despite slight losses. As before, Tsipras formed a government coalition with the right-wing populist Anexartiti Ellines (ANEL).
In January 2019, the ANEL left the government because Tsipras agreed to settle the dispute over the name of (Northern) Macedonia . ANEL chairman Panos Kammenos resigned as defense minister. Tsipras barely survived a subsequent vote of no confidence.
The parties To Potami and ANEL, which were far from the 3% threshold clause in the European elections in May 2019 with 1.52% and 0.8% respectively, did not stand for election.
Polls
Surveys since 2016 have shown that the ruling SYRIZA has lost a massive amount of approval. The strongest party in the polls was the conservative Nea Dimokratia . Polls predicted the entry of five parties into the Greek parliament, the entry of the right-wing EL and the liberal EK seemed uncertain.
