Philipp Wilhelm Florenz Veltman (born December 15, 1859 in Rogasen , † February 13, 1916 in Aachen ) was a Prussian local politician . As Lord Mayor from 1896 until his death, he headed the administration of the city of Aachen.

Life

Origin and education

Philipp Veltman was the son of the district judge Bernard Veltman (died on January 31, 1900 in Essen) and his wife, Elisabeth Veltman, née Boese (died on November 21, 1863). After attending the Burggymnasium in Essen, from which he graduated in 1880 when he passed his school- leaving examination , he began studying law at the universities in Freiburg i.Br. , Strasbourg and Berlin . In Berlin he also laid his 1883 state examination from. When he was sworn in as a trainee lawyer in August 1883, he continued his training at the Stade District Court , whereRegional Court of Essen and the Higher Regional Court of Hamm before he was appointed court assessor at the Essen District Court on May 21, 1888, when he passed the second state examination in law.

Career

Only one and a half years after his appointment as court assessor and its acquisition in the Prussian state legal service, followed already on 27 November 1889 Veltman's appointment as Assistant Secretary of the city of Essen . Almost twelve months later to the day Veltman was elected on November 28, 1890 by the city council of Aachen to the 1st alderman of the city. After his confirmation from the highest authority on February 11, 1891, the inauguration followed on April 7, 1891.

In the election of a successor, taking place on September 10, 1895, for the mayor of Aachen , Ludwig Pelzer, who was retiring on March 15, 1896 , Veltman was finally elected for a 12-year term. After confirmation on December 2, 1895, he took over his office at the same time as Pelzer's departure, the title of mayor was awarded to him on November 30, 1896. Confirmed in office on May 3, 1907 in re-election for a further 12 years until the end of his second term in 1920 (confirmed on December 23, 1907), Veltman died in the service. After Veltman's death in February 1916, the former director of A. Schaaffhausen'schen Bankverein in Cologne , Wilhelm Farwick, was elected as his successor on September 22, 1916 and was appointed to the office on November 24.

Philipp Veltman was also elected by the city council as a member of the provincial parliament since 1901, and when he was elected mayor of Aachen in 1896, he also represented the city in the Prussian manor house .

He found his final resting place in the family grave in Campo Santo in Aachen's Westfriedhof .

Act

As one of his first official acts in the office of the Lord Mayor of Aachen, he signed the law for the incorporation of Burtscheid , initiated by his predecessor, on December 24th, 1896 and ensured its administrative implementation. A few years later, it was Veltman himself who pushed the incorporation of the community of Forst into Aachen, which came into force with legal effect on April 1, 1906.

Veltman had done a lot in Aachen, especially in the arts and culture. It is thanks to his initiative that the city of Aachen acquired the Villa Cassalette in 1898 , in which the Aachen Museum Association was able to set up the Suermondt Ludwig Museum . In addition, he arranged that around 1906/07 for the garden house Mantels, which was threatened with demolition and designed by Johann Joseph Couven , a corresponding area could be made available for a relocation on the Aachener Lousberg . In the same period he supported the construction of the Aachen Bismarck Tower and inaugurated it on July 22, 1907. Honors

In 1928, the Veltmanplatz in Aachen was named after him, a park that was redesigned during his tenure. The Catholic Philipp Veltman married Cäcilie von Bruchhausen on October 19, 1889 in Essen (born May 31, 1868 or June 1, 1868 in Essen; died May 21, 1956 in Aachen), a daughter of the lawyer and notary, Judicial Councilor Franz von Bruchhausen and his wife Albertine von Bruchhausen, née Bachofen von Echt. The couple had three children, the daughter Ilse Veltmann (1890–1975) and the sons Herbert Veltman (1893–1918) and Bernhard Veltman (1894–1953), both of whom took part in the First World War .

The last resting place of the wife of their son Bernhard, Margarethe Veltman née Rust (1903–1976) and their son Herbert Veltman (1928–2007), who since 1956 as a Dipl.-Ing. lived in Edmonton / Canada .
