Maria Philipp Ludwig Hubert Apollinaris von Weise (born on June 10, 1828 in Cologne ; died on April 17, 1915 in Aachen ) was an alderman of the city ​​of Cologne from 1865 to 1875 and then mayor of the city of Aachen until 1883 .

The Catholic Ludwig von Weise grew up in Cologne as the son of the Bavarian cavalry - Colonel Caspar Joseph Hubert von Weise (born on August 15, 1764 in Arnsberg ; died on March 18, 1845 in Cologne) and his wife Maria Clara von Weise, née Freiin von Hilgers (born April 10, 1797 in Cologne; died April 4, 1869 there). His father was only in herzoglich Bergischen , later royal Bavarian military service, where he and most recently served first in the 6th Cavalry Regiment in the 6th Chevaux legers and entered in 1818, awarded the Order of the French Legion of Honor as a retired cavalry colonel in retirement . Maria Clara von Weise, née Freiin von Hilgers, was a daughter of the former mayor of Cologne, Franz Jakob Joseph Freiherr von Hilgers (1745–1821).

Ludwig von Weise was a student at the Catholic Marcell high school in Cologne , which he left in the fall of 1846 when he passed his school- leaving examination . He then took up law studies , and he first matriculated in Bonn on November 4, 1846 , but then also attended the University of Berlin from 1846 to 1849 . In Bonn, Ludwig von Weise joined the Frankonia fraternity in Bonn during the winter semester of 1846/47 . Thanks to his rhetorical skills, he played an important role in the local student assemblies and distinguished himself as one of the leading figures of the democratic movement, alongside Carl Schurz . At the end of the summer semester of 1848, von Weise said goodbye to the fraternity. After passing the auscultation exam on September 27, 1849 in Naumburg , von Weise continued his training from November 15 of the same year at the Berlin Chamber of Appeal and City Court. November 3, 1851, he then joined as a court clerk at the District Court of Cologne entered the Prussian judicial service. After passing the second state examination, he was appointed court assessor on July 4, 1856 , whereby the appointment with a seniority , i.e. the point in time from which the period of service is calculated, was issued on March 20, 1856.

Career

After working for several years at the Cologne Regional Court, Ludwig von Weise moved to the Düsseldorf Regional Court on June 1, 1864 , while simultaneously being appointed assistant instructor . But he stayed there only four months. As early as October 1, 1864, it was implemented in the same position at the Cologne Regional Court.

Alderman in Cologne

Only seven and a half months later, on May 18, 1865, von Weise was elected third alderman of the city of Cologne. Following his approval from the government, his induction into this post took place on August 25th. Before that, the city of Cologne only had two councilors, from 1876 it was possible to elect a fourth paid councilor. Ludwig von Weise was in charge of the department of the Deputation for the Poor. Until the Prussian Poor Care Act of March 8, 1871, the Poor Administration was an independent authority. It was then incorporated into the city administration, but was able to be independent there, also vis-à-vis the city ​​council . Lord Mayor Alexander Bachem tried vigorously to force Ludwig von Weise to become more dependent, but did not get through to the deputation of the poor, who supported von Weise. In the run-up to the term of office of the Cologne Lord Mayor Bachem, which expired on May 29, 1875, he asked on July 23, 1874 to refrain from re-election in the upcoming election, but this was probably a rather formal act. In fact, on September 12, the commission appointed for election initially proposed Bachem for re-election with a 4-2 vote. In the end, however, Bachem repeated his application for retirement on September 24 , which was then granted. After the mayor's position was advertised for an annual salary of 15,000 marks plus 3,000 marks for representation costs, three candidates were shortlisted: the secret government councilor Arnold Nieberding in Berlin, the then Dortmund mayor Hermann Becker and Ludwig von Weise. In a first vote during the meeting on January 15, 1875, no agreement on a candidate could be reached. Nieberding received 13, Becker ten and von Weise seven votes. It was only in the second vote that Becker received 17 votes and thus an absolute majority, only twelve for Nieberding and only one by von Weise.

Lord Mayor of Aachen

After the Mayor of Aachen, Johann Contzen, died in service on January 18, 1875 , von Weise successfully faced the election of a successor on April 27. Following the formal confirmation from the authorities on June 2nd, the inauguration could be celebrated on August 1st. This was preceded by the fact that, according to Romeyk, the “best known example of consistent refusal to confirm” an election. Contzen had not only waived re-election because of his age (75) and sickness, but ultimately died before the end of his term. On November 10, 1874, an election was held to determine a successor, in which Wilhelm Leopold Janssen , at that time district administrator in Heinsberg, received 16 votes and the mayor of Mönchengladbach, Hermann Jakob Doetsch , received twelve votes. But the Royal Prussian Government in Aachen was unable to support this choice in higher places. Even though the attempt was made to justify the concerns with Janssen's personality - a certain opinionated kind - it should be noted that Prussia was still in the middle of the culture war . The government documented: “What compels us to speak out against his confirmation is his ecclesiastical direction.” Janssen was considered an ultra-montane , even if compared to other candidates under consideration, such as Hermann Seul or the Düsseldorf alderman Fritzen, still as moderate. Ludwig von Weise, who emerged from the new election, came from one of the oldest Catholic families in Cologne and had consistently voted and argued against ultramontanism in the church political disputes. The government also did not assume that von Weise would "change under the influence and in the interest of more convenient traffic in a population that is essentially ultra-montane"

On April 21, 1876, with the highest cabinet order , Ludwig von Weise was awarded the title of mayor. Because of an eye problem, he submitted his departure on October 15, 1883 after eight years. On December 1 of the same year, von Weise retired . As a result, he became completely blind.

During his time as Mayor of Aachen, Ludwig von Weise was one of the main founders of the Aachen History Association in 1879 and was a member of the first board as an assessor. In addition, he made a significant contribution to the establishment and development of the Aachen Museum Association , which was founded in 1877 , by transferring the front part of the Old Redoute Aachen in Komphausbadstrasse 11 to it for exhibition purposes in 1881 .

Ludwig von manner married on September 2, 1875 in Cologne Caroline Marie Wide Mann (born February 9, 1838 in Dusseldorf, died on February 2, 1900 in Aachen, Germany), a subsidiary of the Privy Council of Justice lawyer - attorney Christian Widemann (born April 25, 1802 in Mönchengladbach; died on May 27, 1876 in Cologne) and his wife Maria Louise Widenmann, née Hannen (born on January 1, 1805; died on January 1, 1840 in Düsseldorf). Ludwig von Weise had two siblings , Maria Franziska von Weise (1821–1886) and Daniel August von Weise (1830–1852), who remained unmarried. The marriage between Ludwig von Weises and Marie Widenmann did not result in any of their own children.
